Māris Riekstiņš (born April 8, 1963 in Riga , Latvian SSR ) is a Latvian diplomat and politician . From 2007 to 2010 he was his country's foreign minister .

biography

After finishing school, he first studied pedagogy at the Latvian Sports Institute from 1982 to 1985 and then worked as a teacher . At the same time, he was Deputy Chairman of the Committee of Latvian Youth Organizations from 1987 to 1991. Between 1989 and 1993 he also completed a law degree at the University of Latvia , which he completed with admission to the bar .

While still a student, he joined the diplomatic service shortly after the country gained independence in January 1992 and was, in quick succession, Director of the Western Europe Department , Director of the Europe Department and the responsible clerk in the Political Department for Europe. In November 1992, he became Undersecretary in the Foreign Ministry.

Less than a year later, in August 1993, he was appointed State Secretary in the Foreign Ministry. He held this office for more than eleven years until November 2004. Between 1995 and 2004 he was also the chairman of the Control Committee for Strategic Goods and several times head of Latvian delegations to international organizations and conferences.

On December 9, 2004, after handing over the credentials to US President George W. Bush, he became ambassador to the USA and held this office as the successor to Aivis Ronis until January 2007, before he was replaced by Andrejs Pildegovičs . At the same time he was accredited as ambassador to Mexico from March 2006 to January 2007 . After returning to Latvia, he was Chief of Staff to Prime Minister Aigars Kalvītis between January and November 2007 .

Despite Prime Minister Kalvītis' announcement of his resignation on December 5, 2007, his appointment as Minister of Foreign Affairs was approved by the Parliament ( Saeima ) on November 7, 2007 . Since then, he has held the post of Foreign Minister in the subsequent cabinets of Prime Ministers Ivars Godmanis and Valdis Dombrovskis . In November 2008 he questioned the connection of Georgia and Ukraine to NATO's Membership Action Plan (MAP ) in December 2008. After the hijacking of the "Arctic Sea" , both he and the Foreign Minister of Estonia , Urmas Paet , called on the Russian government on the same day to release information on the current situation. Shortly after these appeals, both countries received a list of the suspected kidnappers from the Russian Public Prosecutor's Office.
