Patricia Espinosa Cantellano (born October 21, 1958 in Mexico City ) is a Mexican diplomat and politician . Among other things, she was Mexico's Ambassador to Germany (2001–2002 and 2013–2016) and Mexican Foreign Minister (2006–2012). She has been Secretary General of the United Nations Framework Convention on Climate Change since May 2016 .

biography

Espinosa Cantellano completed her schooling at the German School "Alexander von Humboldt" in Mexico City and, as part of the upper school, also spent a year abroad in Ahrensburg , Schleswig-Holstein . She then studied international relations at El Colegio de México , which she completed with a Bachelor of Arts (BA) in international relations.

On September 16, 1981, she entered the diplomatic service and from 1982 to 1982 was a consultant for economic issues at the Permanent Mission to the United Nations in Geneva . During this time, she completed postgraduate studies at the Geneva University Institute for International Studies , which she completed with a Master of Arts (MA) in international law . On her return to Mexico, she first became the Coordinator of Advisors to the Undersecretary for Foreign Affairs and then, between 1991 and 1993, Director of the Department for International Organizations .

In February 1993 she was sent to the Permanent Mission to the United Nations in New York , where until 1997 she was the Attachée responsible for the affairs of the 3rd Main Committee of the General Assembly of the United Nations , dealing with questions of drug trafficking , human rights , social development, The advancement of women, the promotion and protection of children's rights and other social issues. During this time, from September 1996 to September 1997, she chaired the 3rd Main Committee during the 60th UN General Assembly.

In September 1997 she became Director General of the Department of State for Regional Organizations and Mechanisms in America , National Coordinator for the Rio Group , and summits in Latin America , America, the Caribbean and the European Union . When Mexico held the Pro Tempore Secretariat of the Rio Group in 1999, she became the direct coordinator responsible for cooperation and negotiations with the European Union in preparation for the summit of the heads of state and government of Latin America, the Caribbean and the European Union ( EU-Latin America Summit ) in June 1999 in Rio de Janeiro . In January 2000 she received the rank of ambassador .

From January 2001 to June 2002 Espinosa Cantellano was ambassador to the Federal Republic of Germany . She then became ambassador to Austria . At the same time she was accredited as ambassador to Slovakia and Slovenia and as permanent representative of Mexico to the international organizations in Vienna .

On December 1, 2006, she was finally appointed Minister of Foreign Affairs ( Secretaría de Relaciones Exteriores ) by President Felipe Calderón .

During a visit by Federal Foreign Minister Frank-Walter Steinmeier to Mexico in April 2007, a joint declaration was signed to intensify cooperation between Germany and Mexico.

In December 2010 she headed the UN Climate Change Conference in Cancún as President. The success of the summit was attributed, among other things, to their transparent conduct of negotiations.

Under President Enrique Peña Nieto , she was replaced as Foreign Minister on December 1, 2012 by the previous Finance Minister, José Antonio Meade .

From 2013 to 2016 she again served as the Mexican ambassador to the Federal Republic of Germany. On May 19, 2016, she was appointed as the successor to Christiana Figueres as Secretary General of the United Nations Framework Convention on Climate Change, based in Bonn .

In the 2018/19 winter semester she is the first Bauhaus visiting professor at the Bauhaus University Weimar .

Espinosa Cantellano is a member of the International Gender Champions network , which advocates gender equality in international organizations.

She is married and has two kids.
