In the White House

He served President Clinton as Chief of Staff of the White House from 1993 to 1994. Clinton asked the Chief of the Office of Management and Budget , Leon Panetta, what was wrong with his administration. Panetta told him it was a lack of power. McLarty had to drop out because of it - he had remained too colorless. “Panetta replaced McLarty for the remainder of Clinton's first term, and the rest is history. To become an influential man, a modern president needs a strong chief of staff, and in Leon Panetta, Clinton got the man he needed ”. McLarty remained an important friend of the Clintons, especially since they both went to the same kindergarten. He remained an adviser to the President after his retirement and worked for several years as the special ambassador to the United States. He was also a member of the National Economic Forum for five years.

As part of his work as a special American ambassador, he played an important role in bringing about the NAFTA and FTAA agreements. He was the principal politician at the 1994 American Summit in Florida, where the foundation stone was laid for the FTAA, and played a key role in the subsequent implementation of that agreement.
