John Michael "Mick" Mulvaney (born July 21, 1967 in Alexandria , Virginia ) is an American politician . From 2011 to 2017, Mulvaney represented the 5th Congressional Constituency of South Carolina in the US House of Representatives . He was Director of the Office of Administration and Budgetary Affairs from February 16, 2017, and Acting Chief of Staff of the White House under US President Donald Trump from December 2018 to March 2020 .

Mick Mulvaney attended Charlotte Catholic High School in North Carolina and then studied international economics, trade and financial policy at Georgetown University in Washington, DC until 1989 . After a subsequent law degree at the University of North Carolina at Chapel Hill and his admission to the bar in 1992, he began working in this profession in a large law firm. He later got into the real estate business. At the same time he began a political career as a member of the Republican Party . From 2007 to 2009 he was a member of the House of Representatives from South Carolina ; from 2009 to 2010 he was a member of the State Senate . There he sat on several committees, including the Justice Committee and the Labor, Trade and Industry Committee.

In the election to the US House of Representatives on November 2, 2010 , Mulvaney was elected to the US House of Representatives in Washington, DC in the fifth constituency of South Carolina , where he succeeded the previously defeated Democrat John Spratt on January 3, 2011 . In Congress he was previously a member of the Budget Committee and the Joint Economic Committee . He later became a member of the Committee on Small Business and three of its subcommittees and the Financial Services Committee . Mulvaney was also a member of the Tea Party Caucus, affiliated with the Tea Party movement, and the Republican Study Committee . His 2010 election campaign was reprimanded by the ethics association CREW . This accused him of wrong tax declarations and violations of financial laws.

In the congressional election on November 6, 2012 , Mulvaney prevailed with 56:44 percent of the vote against the Democrat Joyce Knott and was a member of the 113th House of Representatives from January 3, 2013. In 2013, Mulvaney was included in the Shutdown Caucus , a group of conservative Republican Congressmen who opposed the Obama administration's desire to raise the debt ceiling. He was re-elected in 2014 and 2016 and stepped down on February 16, 2017.

On December 17, 2016, US President-elect Trump announced that he had selected Mulvaney as the future director of the Office of Management and Budget (OMB). Mulvaney was just confirmed in this role by the US Senate on February 16, 2017 with 51 to 49 votes. His party colleague John McCain voted against him.

On December 14, 2018, Trump appointed Mulvaney as acting Chief of Staff of the White House starting in 2019. On November 8, 2019, Mulvaney refused to testify before a committee of inquiry into the Ukraine affair . In mid-October, he admitted that holding back US $ 400 million in military aid was intended as leverage. The Ukraine was supposed to be brought to the search for a supposedly hidden server of the US Democrats in the country. Shortly afterwards he retracted this statement.

Trump fired Mulvaney as chief of staff on March 7, 2020 after the Trump administration was criticized for its handling of the COVID-19 pandemic .
