Marcelo Briones Fernan (born October 24, 1927 in Cebu City , † July 11, 1999 in Manila ) was a Filipino lawyer and politician .

biography

University professors and honorary positions

After attending school, he studied law at the College of Law at the University of the Philippines and graduated in 1952 with a Bachelor of Laws (LL.B.) as one of the ten best students of his year. He then completed postgraduate studies at Harvard University , where he obtained a Master of Laws (LL.M.) in 1953 . During his studies he was already involved in the international student associations Phi Kappa and Pi Gamma MuHe and was also president of the Association of Student Councils of the Philippines.

He then worked as a lawyer and also took on social and socio-political functions as President of the Jaycees Club of Cebu West and the Cebu Country Club . He was also chairman and president of the Cebu Newspaper Workers Foundation, Inc.

He later began a career as a university lecturer and was first associate professor and then professor at the University of the Philippines in Cebu and dean of the College of Law at the University of San Jose Recoletos .

In addition to these activities, he held numerous other offices and was Chairman of the Board of Directors of the University of San Carlos , Secretary General of the Academy of American and International Law Alumni Association , Fellow of the Standing Committee on Human Rights of the International Academy of Trial Lawyer Associations for Asia and the Pacific ( LAWASIA) and also chairman of their legal department. He was also President of the Association of Graduates of the Fulbright Program and the Philippine Society for International Law and Chairman of the Philippine National Committee of the Legal Association of ASEAN , of which he was temporarily also President.

President of the Supreme Court and Senate

After the end of the dictatorship of Ferdinand Marcos in the course of the People Power Revolution, President Corazon Aquino appointed him a judge at the Supreme Court of the Philippines in February 1986 . On July 1, 1988, he was succeeded Pedro Yap by President Aquino to the President of the Supreme Court ( Punong Mahistrado ng Kataas-taasang Hukuman ng Pilipinas ) and held this office until December 6, 1991.

He resigned from this office to run for the presidential election. However, he finally renounced this candidacy, but applied as a vice-presidential candidate alongside Ramon Mitra junior for the Laban ng Demokratieong Pilipino (LDP). However, he was defeated by Joseph Estrada , who was elected vice-president alongside President Fidel Ramos .

In 1995, however, he was elected a member of the Senate and belonged to it until his death on July 11, 1999. Most recently, he was also President of the Senate from June 30, 1998 until his death, making him the third Filipino, after José Yulo and Querube Makalintal , to be both President of the Supreme Court and a Chamber of Parliament.

Awards

He has received several awards for his services and was the second native of Cebuano to receive the Most Outstanding Cebuano Award after former President Sergio Osmeña .

He also received honorary doctorates from the University of San Carlos in Cebu City and the University of San Jose Recoletos in Cebu City.
