Mariusz Handzlik (born June 11, 1965 in Bielsko-Biała , † April 10, 2010 in Smolensk , Russia ) was a Polish diplomat , politician and undersecretary in the presidential office ( Kancelaria Prezydenta RP ) of Lech Kaczyński .

Life

Handzlik graduated from the Social Science Faculty of the Catholic University of Lublin ( Katolicki Uniwersytet Lubelski Jana Pawła II ) in the field of sociology with an emphasis on international relations . Additional studies at the universities of Vienna , Geneva , Cranfield (England) and Georgia (USA) followed . He made several internships from, namely the Committee of Foreign Affairs of the US House of Representatives , the Committee on International Relations of the US Senate , the Research Institute of Social Development United Nations ( United Nations Research Institute for Social Development , in short UNRISD ) and in the permanent representation of Poland at the NATO headquarters in Brussels .

Since 1992 Handzlik has worked as a foreign policy advisor for the Polish Prime Minister . From 1994 to 2000 he was first secretary and military policy advisor at the Washington embassy. Since 2000 he has headed the Export Policy Department in the Polish Foreign Ministry and since 2001 he has been Deputy Director of the Security Policy Department. From 2002 to 2003 was Handzlik ambassador in Paris and Chairman of the Missile Technology Control Regime ( Missile Technology Control Regime , shortly MTCR ). From 2004 to 2005 he was ministerial advisor in the permanent representation of Poland to the United Nations (UN) in New York .

Since 2006 Handzlik has been head of the foreign affairs office in the presidential office. On October 9, 2008, he was appointed to the post of Undersecretary responsible for international affairs. On March 26, 2009, the Institute for National Remembrance ( Instytut Pamięci Narodowej , short IPN ) informed that he was managed as a secret employee of the former secret security service Służba Bezpieczeństwa (short SB ) in 1987 under the pseudonym "Piotr". Handzlik denied cooperation with the SB and merely confirmed that he had signed a document in which he undertook to meet with SB officers. On September 10, 2009, the Warsaw District Court ( Sąd Okręgowy w Warszawie ) found him only as a victim and not as a secret employee of this Polish equivalent of the GDR security service .

In 2000, Handzlik was awarded a medal for his services by the US Department of Defense . On April 10, 2010, Mariusz Handzlik was part of a Polish delegation led by President Lech Kaczyński , who was to travel to the memorial in Russia on the occasion of the seventieth anniversary of the Katyn massacre . However, in a plane crash of the delegation near the Smolensk-Nord military airfield , he was killed along with other high-ranking representatives of Poland.

Handzlik had three children. Posthumously on April 16, 2010 he was awarded the Commander's Cross of the Order of Polonia Restituta (Krzyż Komandorski Orderu Odrodzenia Polski) .
