The Heilbronn CDU nominated him at the end of 2012 as the successor to the outgoing First Mayor Margarete Heidler (née Krug); on December 20, the Heilbronn municipal council elected him to this office, for which he had to give up his own council mandate. On February 1, he took over as First Mayor of Department II of the city administration, which is mainly responsible for economic and personnel issues.

On October 24, 2013, the CDU and FDP proposed Diepgen as a candidate for the Heilbronn mayor election on March 16, 2014. Diepgen's main rival candidate was his mayoral colleague Harry Mergel , proposed by the SPD, the Greens and Free Voters , who won the election in the first round of elections.
