Warner belongs to the conservative , traditionalist , Anglo-Catholic wing of the Church of England. On November 20, 2012, Warner was, alongside John Goddard , the suffragan bishop of Burnley, and Geoffrey Rowell , the Bishop of Gibraltar, one of three Diocesan Bishops of the Church of England who voted against the ordination of women for the episcopate in the General Synod of the Church of England . Warner had announced in the general synod that he would not ordain women himself, in particular that he would not ordain women as bishops. However, he stated that he would find a modus vivendi for the diocese of Chichester if the ordination of women to the episcopate should be approved by the general synod. On the other hand, Warner also admitted that the rejection of female bishops resolved in the General Synod of the Church of England in November 2012 had damaged the Church of England. Warner's stance on women's ordinations had led to massive resistance and protests from priests and church members in the diocese of Chichester. On January 3, 2018, he was inducted into the House of Lords as a spiritual lord .
