Mhlontlo is a municipality ( Local Municipality ) in the OR Tambo District , Eastern Cape Province in South Africa . In 2011 the population was 188,226 on a total area of ​​2,826 km². The seat of the municipal administration is in Qumbu .

The community name refers to Inkosi Enkhulu Mhlonto (* 1837, Lukisikisi, West Pondoland ; † December 11, 1912, Qumbu, Transkei ), a head of the Pondomise (a Xhosa tribe) in the 19th century. This was removed from his post by the then provincial government when the Pondomise killed the magistrate of Qumbu.

In the town of Tsolo there was a higher special school ( Jongilizwe College ) during apartheid , where the sons of chiefs and other traditional tribal leaders from the demographic group of the Xhosa were trained for future administrative tasks. At the end of the training two degrees could be obtained. They were a low-level degree in administration and a full degree in administration and law.
