In the first state election in Saxony-Anhalt in 1990 after the fall of the Wall in October 1990, Heinemann was directly elected to the state parliament in the state constituency of Weißenfels I - Naumburg II . On December 3, 1990, he resigned because the then Prime Minister Gerd Gies had appointed a private detective against Heinemann to investigate his alleged Stasi past in order to force him and other CDU members out of the state parliament. Gerd Gies himself was not directly elected and would not have entered the state parliament via the state list. Heinemann's successor in the state parliament was Ralf Geisthardt .
