The Augsburg mobility hub ( MDA for short ) has been a traffic project in Augsburg that has been running since 2007 . The project consists of a total of five individual sub-projects, the main project being the construction of tram lines 6 and 5. The Stadtwerke Augsburg , the city of Augsburg and Deutsche Bahn are in charge of the project .

The aim of the project is to make local transport in Augsburg more modern and attractive. This is to be achieved on the one hand by expanding and reorganizing the Augsburg tram network and on the other hand by improving the link between public transport at the transfer hubs.

Initial cost estimates from 2006 put the total investment at around 214 million euros. The project completion was then scheduled for 2012. In the further course of the project, however, it became known that the originally planned budget could not be adhered to and that the project was not Template: future / in 2 yearsexpected to be completed until 2022 at the earliest . A large part of the costs are covered by the federal government and the state as part of a grant.

In addition to the mobility hub projects, the measures for the redevelopment of the inner city, such as the redesign of the pedestrian zone , are also part of the campaign's content.

In October 2016, the city of Augsburg received the Bavarian Passenger Prize, which was awarded for the first time by the Pro Bahn passenger association, “for the political decisions on the mobility hub project” .

prehistory

The core project of the mobility hub, the renovation of the main train station, was already listed in the Augsburg overall traffic plan from 1978. In the 1998 update of the overall traffic plan, the need for this project is confirmed again. In 2003, the Augsburg city council finally decided on a new tram route below the main train station. On the part of Deutsche Bahn, plans for the barrier-free expansion of the main station were made in order to be able to undertake a comprehensive renovation including a financing concept.

With the carve-out and update of the local transport plan from the general transport plan in 2006 , the project was further specified. The main station is to be converted into a barrier-free connecting structure with an underground tram stop and western access. The other sub-projects of the mobility hub are also listed in the local transport plan with a realization horizon up to 2011.

Sub-projects

Construction of tram line 6

The structural implementation of the mobility hub began with the construction of tram line 6 to Hochzoll and Friedberg West . After the government of Swabia handed over the planning approval decision to the Stadtwerke on April 25, 2007, construction work began in July 2007. After more than three years of construction, the new line went into operation with the timetable change on December 12, 2010. The total costs amount to a total of 60.9 million euros.

The new line runs between Augsburg Central Station and the Park-and-Ride- Platz Friedberg West and thus better connects the east of Augsburg to the city center and the main train station. The majority of the new line will run on its own track structure (middle position and side position), which is also designed as a grass track in sections . The existing bus network has been reorganized and now serves as a feeder or as a supplement to the tram.

The construction of the tram line was criticized in advance by parts of the citizenry as well as on a political level, because the space required by the track structure means that one lane per direction of travel on Friedberger Strasse is no longer necessary, which in some circumstances increases the susceptibility to traffic jams and creates creeping traffic through residential areas.

A fundamental element of the overall project is the conversion and expansion of the Augsburg main train station into a so-called “mobility hub ”, where it will serve as a hub for local , regional and long-distance transport . Platform F will play a central role in the Swabian region. With the regional rail cycle, a S-Bahn-like cycle should be run at peak times and shorter waiting and travel times should be achieved through coordinated timetables.

The planning provides for the following measures:

  • Extension of the station by another platform
  • Conversion measures to make the station completely barrier-free ( elevators , ramps ), tactile and guidance system
  • Construction of an underground tram stop for several tram lines

The renovation of the main station started with the renovation of the Königsplatz in 2011/12. During the route closure from 2011 to 2013, the eastern tunnel ramp in Halderstrasse was started. From 2014 onwards, construction work will continue on the station square and under the station building. At the same time, a tram tunnel is being built from the west under the freight station and under the platforms to the station building. Completion is scheduled for 2022.

In December 2013, the extensively rebuilt bus stop at Königsplatz was put into operation. The conversion was necessary because the system was already overloaded by the previous operation with the 42-meter-long trains every five minutes. For further increases in traffic, including for the new tram line 6, four more platforms were built in addition to the existing platforms. The reconstruction also made Königsplatz accessible.

In addition to many supporters, there were also critics of the planning, as at least 40 trees had to be felled in the adjacent park . The Augsburg CSU drew up a different plan in which it would not have been necessary to relocate the Manzù fountain . A car tunnel would have had to be built for this. Large-scale tree felling would also be necessary for this tunnel.

On November 25, 2007, a referendum took place in which the majority on the question “Are you in favor of the Augsburg city council only approving the reconstruction of Königsplatz if it can base its decision on planning that was carried out by independent experts in an open Ideas competition have been developed, which has an overall concept for the future inner-city public transport and motorized private transport as its content? "Voted" Yes ". The previous plans had to be reconsidered.

The new city government made up of CSU and Pro Augsburg now favored a car-free Königsplatz with relocation of the main traffic axes. At the same time, a design competition was held, the results of which were taken into account in the renovation plans. On June 12, 2010, the Augsburg city council decided on the final traffic management at Königsplatz. There was civil resistance to this plan. A successfully initiated referendum should then bring clarity about an alternatively required car tunnel. After the referendum on November 21, 2010, 73.9 percent of those who voted voted in favor of the city council's proposal and thus against the construction of the tunnel under Königsplatz. In a second question, only 31.9 percent voted for the tunnel. The turnout was 28.8 percent. The surface renovation of the Königsplatz could begin. For this purpose, the Königsplatz was closed on March 21, 2012 and the regular service was completely changed. According to the plan to complete the renovation within two years, the new facility was opened on December 15, 2013.

Extension of tram line 1

The extension of tram line 1 from the Neue Ostfriedhof in Lechhausen to the Augsburg-Hochzoll train station serves to better connect the train station to the tram network and, conversely, to make the train connection in the direction of Munich more attractive. Line 1 runs mainly on Zugspitzstrasse and receives the four new stops "Eibseestrasse", "Herzogstandstrasse", "Friedberger Strasse" and " Bahnhof Hochzoll ". You can change to line 6 in Friedberger Straße.

Construction of tram line 5

The new tram line 5 is to run from the main train station to the Augsburg Central Clinic (with a new loop). The new tram line is necessary because new residential and commercial areas have developed in the west of Augsburg on the areas formerly used by the military (Centerville or Kriegshaber) and an increased number of passengers is to be expected here. The new line is closely related to the station tunnel to which it connects. The exact start of construction has not yet been determined, at the beginning of 2014, as part of the public participation, variants of the route west of the station will be discussed.

Costs of the sub-projects

Central Station

The investment costs, including the planning and construction costs, amount to € 143.5 million in 2014. This amount is relevant for the funding agencies and is communicated as is customary in the industry. In addition, there are client services in the amount of € 21.1 million and a flat-rate repair and renewal fee of around € 12 million, which are borne proportionally by the city of Augsburg and swa . A funding rate for the project of 83% (of the eligible costs) was determined by the Municipal Transport Financing Act as part of the standardized assessment procedure, a positive cost-benefit calculation and funding was approved. According to current estimates by the taxpayers' association , the tunneling under the main station will cost a total of 300 million euros.

The pure construction costs amount to 187.1 million euros. In addition, there are ancillary costs for planning and expert opinions . These expenses are currently at 26.7 million euros.

It is of decisive importance that a positive cost-benefit result can only be achieved if all sub-projects are implemented.
