The passenger association Pro Bahn e. V. is an association for the purpose of the interests of passengers of public transport to represent.

According to its statutes , the passenger association, which operates throughout Germany, is politically and economically independent and politically neutral, works on a voluntary basis and pursues exclusively and directly charitable purposes.

In 2016, the Pro Bahn passenger association had around 4,000 members nationwide. The highest organ is the Federal Association Day, which meets as an assembly of delegates at least once a year. The central address of Pro Bahn is in Berlin , the member administration is in Munich .

In Austria and Switzerland there are also associations that call themselves “Pro Bahn” and that represent comparable positions. They are called Pro Bahn Switzerland or per track .

The Pro Bahn passenger association was founded in 1981 under the direction of Paul-Heinz Straka in Wuppertal as a registered association and is now organized as a federal association, in 11 regional associations and numerous regional associations and district groups. The headquarters of the federal association used to be in Bonn . The 2015 Bundesverbandstag in Bremen decided to move the headquarters to Berlin . At the same time, new statutes for the federal association were adopted, which resulted in a comprehensive restructuring of the internal structures. In 2017, major changes to the statutes were passed at the Federal Association Day in Wiesbaden .

The association caused a stir, among other things, through a conflict with Deutsche Bahn about the new price system in 2003. In the course of the dispute, Hartmut Mehdorn sued Karl-Peter Naumann for statements that were damaging to the business.

Consumer advice

The Pro Bahn passenger association advises consumers on inexpensive travel options and informs them about the advantages of public transport. The passengers are addressed with public relations work , trips and excursions , lecture events , regular passenger tables , information booths and machine training.

Passenger suggestion box

The suggestion box is available for complaints, inquiries and suggestions from passengers , an important basis for the work of the association, which forwards specific complaints to the responsible transport companies or arbitration boards.

Publications

As a members' magazine, which is also available for sale , the Passenger ( ISSN  0941-3227 ) has been published quarterly since 2002 , the successor to the Pro-Bahn-Zeitung published from 1981 to 2001. Since 2013, the print edition has been supplemented by the passenger current newsletter , which is aimed particularly at decision-makers in politics, transport companies and administration. Numerous regional subdivisions issue their own publications.

Representation of passenger interests with decision makers

The Pro Bahn passenger association negotiates with transport companies , authorities and politicians. The association uses its Germany-wide expertise and networking with the European Passenger Association (EPF) to show those responsible for positive future-oriented examples in public transport.
Representatives of the association are represented in passenger advisory boards and similar advisory bodies.

Public transport mobility card

On the 25th anniversary of the BahnCard , which was introduced in 1992 by the Deutsche Bundesbahn and Deutsche Reichsbahn , the Passenger Association demanded: "The Federal Government must set the course for sustainable ecological public transport" to convert the BahnCard into a nationwide public transport mobility card with uniform rules for regional transport to expand.

Forsa surveys

The passenger association takes part in the annual polls of the opinion research institute Forsa about the feeling of security of the passengers. The representative survey about the safety perception of customers in trains and buses according to their fears. They are also asked about the preferred means of increasing their sense of security in vehicles and at train stations. The issue of the ban on alcohol on the trains is also a question for travelers.

Project security

In 2012, Naumann, the chairman of the association at the time, wanted to work as a consultant for Deutsche Bahn on security issues as soon as he left the board, which led to criticism inside and outside the association. As a result, both sides broke off the negotiations.

This finally resulted in the "Security for employees and passengers of transport companies" project, which was started in August 2013, a joint project of the railway and transport union , Pro Bahn and the police union under the management of the IMU Institute . It should run until March 2016 and provide information on how to achieve greater safety and a higher feeling of safety in public transport. For the part of Pro Bahn it is headed by Karl-Peter Naumann. The project is financed from the Social Security Fund, a joint institution of the collective bargaining parties. According to media reports, the funds of the fund are almost entirely financed by Deutsche Bahn.

Critics saw the association's independence at risk through the financing of this project. After months of controversy in this matter, the deputy federal chairman Heiner Monheim , who had been in office since March 24, 2012, resigned in January 2013. In March 2013, a large majority of the delegates at the Pro-Bahn-Bundesverbandstag 2013 approved the project.

The project finally started in August 2013. In February and March 2014, public kick-off events were held with the participation of the rail and transport union and the police union.

The project was completed on schedule in March 2016. All project partners rated the results, materials and content from all work packages as good. As an overall assessment of subjective security, it was stated that social concern would only be aroused in exceptional situations and would quickly be lost, that harassment and bullying led to enormous burdens for employees, but were often viewed as normal and that the issue of security continues to exist in companies is insufficiently anchored.

Politics and criticism

Politically, the association positions itself differently at the federal level than the state associations Berlin-Brandenburg and Hesse. These regional associations are members of the Alliance Rail for All , which publishes the "Alternative Annual Reports" for Deutsche Bahn every year.

Awards

On June 18, 2017, the German Consumer Protection Foundation awarded the Passenger Association the 2017 Federal Consumer Protection Prize in the Projects category. This award is largely due to the activities during the tenure of Karl-Peter Naumann and Jörg Bruchertseifer.
