Nassau Municipal Parliament

The Nassau municipal parliament was a representative body in the Wiesbaden administrative district between 1866 and 1933 below the level of the Hessen-Nassau provincial parliament .

While a provincial parliament was formed for each province in the Kingdom of Prussia , after the annexation of the Duchy of Nassau , the Electorate of Hesse and the Free City of Frankfurt , a municipal parliament was formed for each of the three areas . Representation of the people took place in the province of Hessen-Nassau at the level of the regional councils of Wiesbaden (the Nassau municipal parliament ) and Kassel (the Kurhessian municipal parliament ). Until the administrative reform of 1885/86, the Frankfurt Municipal Association also existed . The Hessen-Nassau Provincial Parliament consisted of the members of both municipal parliaments.

Composition and choice

The Nassau municipal council included the four landlords from Nassau (the Lord von Schaumburg-Holzapfel , the Prince zu Wied because of the rulership of Runkel , the Count of Leiningen-Westerburg because of Westerburg and the Count of Solms-Rödelheim because of Rödelheim ).

In addition, two members were provided by the large landowners and two deputies for each of the eleven districts of the administrative district.

As part of the administrative reform of 1885/86, the Frankfurt am Main district was incorporated into the Wiesbaden administrative district. Due to the provincial and district order of June 8, 1885, the districts in the administrative district formed a higher municipal association , called Bezirksverband Wiesbaden (also called Bezirksverband Nassau), like the provincial associations. The composition of the local council as the district association's parliament has been changed. The statehood mandates were no longer applicable, the approx. 70 deputies were now directly elected from the 18 districts (the number of deputies per district depended on the population). The election took place according to the Prussian three-class voting system .

Management Committee

The local parliament chose as executive administrative committee with the Country Director (later Governor) at the top. The committee consisted of the chairman of the municipal council and six elected members.

Weimar Republic

After the November Revolution, the municipal parliament was also elected fully democratically for the first time. According to the law on provincial parliaments of July 16, 1919, which was extended to include municipal parliaments with the law of May 4, 1920, the members were now elected according to proportional representation.

tasks

The tasks of the state parliament were the administration of the state roads, the social welfare, the nursing and the responsibility over the Nassauische Landesbank and the Nassauische Sparkasse . In the Weimar Republic, the association also took on responsibility for the state youth welfare office and the state's youth homes.

resolution

When the National Socialists came to power , the municipal parliament was dissolved by a law of July 17, 1933. After the Second World War, the administrative committee was newly appointed, but no municipal parliament was elected. In 1953 the Georg-August Zinn government dissolved the municipal association. The administrative district continued to exist, but only as an intermediate authority without a parliamentary authority. The social tasks were assigned to the State Welfare Association of Hesse .
