The Niederlausitzer Studieninstitut für Kommunaleverwaltung (NLSI) is a municipal educational institution that was established in 1991 in the south-east of Brandenburg in the form of a special purpose association ( corporation under public law pursuant to Section 10 (2) of the Law on Communal Community Work in the State of Brandenburg (GKGBbg)) Founded. Since two of the three study institutes originally in Brandenburg were merged into a new association in 2002, the NLSI is the oldest study institute at the municipal level in Brandenburg.

history

After the fall of the Berlin Wall , the administrative structures in all of the new federal states first had to be adjusted in line with local self-government. An important task in this context was also to ensure the basic and advanced training of administrative staff. In the southeast of Brandenburg, the Niederlausitz study institute for municipal administration was founded on August 27, 1991 on the initiative of the then deputy district administrator of the Lübben district, Walter Kuckertz. The founding members were the administrative districts of Bad Liebenwerda , Calau , Cottbus , Finsterwalde , Forst , Guben , Herzberg , Lübben , Luckau , Senftenberg , Spremberg and the city of Cottbus . The first course started on October 21, 1991. Shortly afterwards, further courses followed on November 4. At the beginning of the 1990s, the main focus of training and further education activities at NLSI was to qualify lateral entrants for work in local government with the help of adaptation training. More than 1,000 career changers were trained in this area between 1992 and 1996. Today the focus is on initial training for administrative clerks and office management clerks. Every year 70 to 80 graduates complete their training as administrative clerks there. In addition, there are administrative business administration and other special courses in the portfolio of the NLSI. The mayor of Cottbus, Holger Kelch, is one of the best-known graduates of the NLSI in the state of Brandenburg . In September 2016 the NLSI celebrated its 25th anniversary in the refectory in Doberlug-Kirchhain ( Elbe-Elster district ).

Owner, business area, organs

The institute is currently supported by the independent cities of Cottbus and Frankfurt (Oder) , the districts of Oder-Spree , Dahme-Spreewald , Spree-Neisse , Oberspreewald-Lausitz and Elbe-Elster . The areas of the sponsoring bodies thus in their entirety form the business area of ​​the NLSI, which, with around 10,000 square kilometers, corresponds to about a third of the state of Brandenburg. The organs of the institute are the association assembly, chaired by Stephan Loge (district administrator of the Dahme-Spreewald district), and the association chairman Rolf Lindemann (district administrator of the Oder-Spree district).

tasks

The tasks according to § 3 of the association statutes of the NLSI are:

  • the tasks assigned to the rural districts and urban districts in accordance with state law provisions,
  • the theoretical training of candidates for the career of intermediate general administrative service,
  • on-duty training in state-recognized training occupations of the public service in accordance with the Vocational Training Act,
  • Further training of employees in courses and specialist courses,
  • Further training in seminars, compact seminars and other events as well
  • Advice on educational law and support for member bodies.

Seat

The seat is in the district town of Beeskow , southeast of the historical city center on a Spree island. Since March 2010, the study institute has had an education center in Lübben , where most of the teaching and seminar events are now taking place.
