Davern, who was by profession a farmer and representative of companies, began his national political career as a candidate for the Fianna Fáil in 1969 with the first election to the deputy ( Teachta Dála ) of the lower house ( Dáil Éireann ). There he initially represented the interests of the constituency Tipperary South until 1981 .

In 1979 he also became a member of the 1st European Parliament and was a member of it until 1984. In 1981, for this reason, he decided not to run for the lower house again, but did not run for it again until 1987 after he left the European Parliament . Between 1987 and 2007 he again represented the interests of the constituency Tipperary South in the Dáil.

As part of a cabinet reshuffle, Davern was appointed Minister of Education by Prime Minister ( Taoiseach ) Charles J. Haughey on November 14, 1991 and held this post for just under three months until Haughey's term of office ended on February 11, 1992.

In the cabinet of Prime Minister Bertie Ahern , he took over the office of Minister of State in the Ministry of Agriculture, Food and Forestry from July 8, 1997 to June 6, 2002 , but was no longer a member of the cabinet as such a “junior minister”. Most recently he was from December 5, 2002 to April 29, 2007 chairman of the House Committee on MEPs.

In the 2007 general election, he decided not to run again and left the Dáil.
