Pope Pius XI reacted with the encyclical Nova impendet . on October 2, 1931, on the global economic crisis between 1929 and 1933. The encyclical is subtitled: "On the economic crisis ". This financial crisis was not limited to one state or a group of states, but developed through trade and credit interlinkages all over the world.

The Pope described the economic crisis as a "new scourge" and dealt emphatically with the international financial crisis and the consequences of the stock market slump. Shortly after his encyclical Quadragesimo anno (May 15, 1931), which he wrote on the occasion of the fortieth anniversary of Pope Leo XIII's encyclical Rerum novarum . had written, he now saw the entire social fabric in danger. Again he went into the question of workers and the entire social order. He pushed for social reforms and, as a result of this financial crisis, saw adequate aid from state and local authorities as not guaranteed. He pointed out problems of the working population being pushed into unemployment and depression and condemned the arms race in Europe and Japan .

It was the first time that a Pope interfered in economic developments and warned against international militarism .

The Pope also denounced the growing misery , especially among children, in the world and asked his confreres to do everything necessary in their areas of responsibility and responsible dioceses so that the poor and the faithful can be helped in a dignified manner. In his exhortation he exhorted the bishops of the world and called them to unity, resistance, sermons , prayers and generosity. He described the fight against poverty as a crusade designed to emphasize the sacred duty of charity.
