Oddvar Berrefjord

Oddvar Berrefjord (born March 20, 1918 in Vardø , Fylke Finnmark ; † November 25, 1999 ) was a Norwegian lawyer , policeman and politician of the Arbeiderpartiet who was Minister of Justice and Police between 1971 and 1972 and again from 1980 to 1981. In addition, he was the District President (Fylkesmann) of the Province of Telemark for twelve years from 1976 to 1988 .

Life

Berrefjord, son of the district manager of the state telephone company Televerket Peder Marius Berrefjord and his wife Astrid Tharis, began studying law after attending school in 1936 , which he graduated in 1941 as Candidatus juris (Cand. Jur.). After the subsequent preparatory service he received in 1942 admitted to the lawyer , but took shortly after that in 1942 an activity as an authorized representative of during the German occupation of Norway existing from 1941 to 1945 prices and rationalization Police (prism og rasjonaliseringspolitiet) on.

After the end of the Second World War , Berrefjord was first police officer for Skien from 1945 to 1947 and then for some time a public prosecutor for treason proceedings in Fylkes Telemark and Vestfold , before he became police officer in Fylke Telemark in 1948. In the post-war period he also began his political career in local politics and represented the Arbeiderpartiet for the first time between 1945 and 1959 as a member of the Skien town council.

After attending the higher police course (Politiembetsmannskurs) he became a police adjutant in Fylke Telemark in 1951 and worked there until 1960. He then held the position of public prosecutor for the Fylkes Vestfold, Telemark and Aust-Agder between 1960 and 1967 . Between 1963 and 1968 he was also chairman of the Arbeiderpartiet in Fylke Telemark and from 1963 to 1979 a member of the regional board of Ap. At the same time he was again a member of the local council of Skien between 1963 and 1967 and then from 1967 to 1971 vice mayor of Skien and also a member of the provincial parliament ( Fylkesting ) of Telemark.

In the election of September 13, 1965 , he was elected for the first time for the Arbeiderpartiet (Ap) in Fylke Telemark as a vice member of the Storting and held this position until the election on September 8, 1969 .

In 1967 Berrefjord was judge at the Court of Appeal in Agder (Agder lagmannsrett) and initially worked there until 1971. In addition, since 1964, he acted as chairman of the supervisory authority for the wine monopoly ( Vinmonopolet ) in Skien.

Minister and Fylkesmann

On March 17, 1971 he was appointed by Prime Minister Trygve Bratteli as Minister of Justice and Police (Justis- og Politiminister) in his first government , to which he belonged until the end of Bratteli's term on October 18, 1972. After leaving the government, he resumed his work as a judge at the Agder Court of Appeal in 1972, where he worked until 1976.

In the election of September 10, 1973 , he was re-elected as Vice-Member of the Storting for Ap im Fylke Telemark and held this position until the election on September 12, 1977 . After he was chairman of the board of the insurer Norges Brannkasse between 1974 and 1975 , he was vice-chairman of the board of directors between 1976 and 1984.

In 1976, Berrefjord succeeded Olav Haukvik as District President (Fylkesmann) of Telemark province and held this post for twelve years until he was replaced by Kjell Bohlin in 1988. From 1976 to 1980 he was also chairman of the Canal Committee for the Bandak-Norsjø and Norsjø canals. Skien and between 1978 and 1981 judge at the labor court (Arbeidsretten) .

During a cabinet reshuffle in the government of Prime Minister Odvar Nordli on October 3, 1980, he succeeded Andreas Zeier Cappelen again as Minister of Justice and Police and held this ministerial office until the end of Nordli's term of office on February 4, 1981 1980 to 1981 as chairman of the government's inter-ministerial polar committee.

After leaving the government, the respected lawyer also held the position of chairman of the committee for the revision of salmon and inland fisheries law between 1981 and 1983. Furthermore, from 1984 to 1987 he was deputy chairman of the board of the insurance company UNI Forsikring and since 1988 also vice chairman of the board of the daily Telemark Arbeiderblad .
