Oleksandr Pavlovich Popov (born November 22, 1960 in Krywyj Rih , Ukrainian Soviet Socialist Republic ) is a Ukrainian politician.
Life
From 1977 to 1982 Popov studied civil engineering at the State University of Architecture and Civil Engineering in Tyumen, West Siberia . He then served in the Soviet Army until 1984, most recently as a company commander . From 1987 to 1993 he worked first for the KGB and then for the SBU , most recently in the rank of lieutenant colonel .
From 1994 to 2006 Popov was mayor of the 50,000-inhabitant town of Horischni Plawni in Poltava Oblast . From March 21, 2007 to November 18, 2007 and again from March 11, 2010 to June 17, 2010 Popov was Minister of Housing and Communal Services of Ukraine and from November 23, 2007 to March 11, 2010 he was a member of the Verkhovna Rada , the Parliament of Ukraine.
Oleksandr Popov was First Deputy Chairman from June 17, 2010 to November 16, 2010 and Chairman of the Kiev City Council from November 16, 2010 to December 14, 2013 . During the Euromaidan riots , Popov was removed from office on December 14, 2013 by Ukrainian President Viktor Yanukovych , who, according to the investigations of the Prosecutor General Viktor Pschonka , was allegedly involved in the "violation of the rights" of the demonstrators on Maidan Nezaleschnosti . On the night of November 30, 2013, Popov and Sivkovich, the deputy chief of the National Security Council, were in the office of the police chief of Kiev, Valery Koryak , and are said to have forced him to use force against the demonstrators.
In the German-speaking media, he was sometimes incorrectly referred to as the mayor of Kiev .
Private
Oleksandr Popow is married to Irina (* 1961) and has a son born in 1985 and a daughter born in 1992.
