Parliament mirror

The parliament mirror is a joint project of all 16 state parliaments of the Federal Republic of Germany . This information system integrates the data from the federal states' parliamentary documentation . It is used to research legislative initiatives and applications with their parliamentary treatment, government statements and current debates as well as inquiries to the state governments .

Creation of the parliament mirror

The beginnings of the parliament mirror go back to 1957, when the Interparliamentary Working Group (IPA) began to publish a weekly specialist bibliography called “Parliament mirror”. But in 1964 the publication was stopped for economic reasons.

At that time, parliamentary documentation existed only very rarely in the state parliaments. The parliaments, however, were interested in a "timely indexing of the parliamentary papers, since they had complete collections of the relevant documents, but they lacked an index for them". They agreed on the following procedure: The state parliament of North Rhine-Westphalia took over the "Documentation Parliamentary Mirror" as a community project financed by contributions. A keyword index and an annual register were sent to the state parliaments every fortnight.

The "Central Documentation Parliamentary Mirror", the official name since 1979, evaluated the printed matter and minutes of all state parliaments. As the number of documents rose steadily, the principle of "selection according to interparliamentary relevance (SiR)" was developed: "Documents that [...] have purely location-related topics or do not convey any basic information are no longer included in the documentation process ".

In the course of time, documentation units were set up in almost all state parliaments, which opened up and documented the content of their own parliaments. A major relief for the documentation in the state parliaments and the central parliamentary mirror was the vote between the German Bundestag and the state parliaments on the formal design of the parliamentary papers, which began at the end of the 1960s and lasted for several years. The structure worked out here (indication of the electoral period, consecutive numbering, date, title, author (s) on the parliamentary papers) is still valid today. Training courses for the parliamentary documentaries of the federal states took place on the implementation of this uniform structure and the documentation procedures for parliamentary papers developed by the Düsseldorf State Parliament (see Gärtner 2011, p. 386).

In the 1970s, the work of the parliamentary information system PARLIS also began. The state parliament of North Rhine-Westphalia as a representative of the state parliaments and the German Bundestag worked together to develop the basis for the joint parliament information system. One result of the working group were the recommendations for the use of the documentation and information system for parliamentary materials (DIP), which has been used since 1978 by all state parliament documentation and by the parliamentary documentation of the German Bundestag and the Bundesrat for the formal and content-related cataloging. After 1989 it was also adopted by the state parliament documentation of the new federal states.

At the end of the 1970s to the beginning of the 80s, a computer-aided process for documentation was set up. As early as 1980, the printed annual register of the Parliamentary Mirror was supplemented by a microfiche edition. The structure of the GOLEM retrieval system enabled direct access to the documentation results and enormously improved the research options.

In addition to the document references, the texts of the documents themselves could soon be made available. The state parliament of North Rhine-Westphalia, where the parliament mirror is located to this day, started digitizing parliamentary papers in 1986.

In the 1990s, the parliamentary mirror integrated the documents of the state parliaments of the states that emerged in the course of German unification.

The Documentation and Information System for Parliamentary Materials (DIP)

The DIP model has four components:

  • the use of the joint thesaurus PARTHES,
  • the process documentation,
  • the register-relatedness,
  • the IT orientation.

Parliament mirror today

In 1994 the Landtag directors passed a decision in principle that resulted in far-reaching changes for the parliamentary mirror: The aim was to strengthen cooperation in the areas of information, communication and documentation technology, “in order to improve the services for parliamentary work, including the use of personnel and rationalize technical resources ”.

The inter-parliamentary working group “Parliamentary Mirror 2000” had the task of developing proposals for the implementation of this decision. The structure and functioning of the parliament mirror has been adapted to the new framework conditions and the new technical possibilities. At the end of this process, the previous central indexing of the parliamentary papers was replaced by the provision of the documentation data and the integration of the full texts from the individual parliaments in an "integrated information system parliamentary mirror".

The parliamentary mirror is now available on the Internet and, in addition to the offers of the state parliament documentation, offers comprehensive research options. The database thus enables comparative observations that could otherwise only be implemented with great effort.

Search for parliamentary materials

This area is divided into a simple and an advanced search. The simple search is similar to the well-known Internet search engines. Any search term can be used to search for documents and advice processes quickly and easily. The advanced search offers additional selection criteria and stored lists help you to select suitable search terms.

Document retrieval

The document retrieval offers direct access to printed matter and minutes. If the number of the parliamentary paper you are looking for is known, it can be called up directly here.

legislation

A quick search and a detailed search can be used to search for legislative processes. Access via subject areas is useful if users "want to orient themselves to a topic first or cannot translate the question into concrete terms".

Database

Parliamentary papers have been recorded in the databases of the Parliament Mirror since 1980. From 1980 to 1997, however, not all printed matter and plenary minutes can be researched, but only those that are of supraregional and transnational importance. In the following six years, this restriction was gradually removed, so that from 2005 the documents of all state parliaments are available without restriction.

In addition to the metadata, the full texts of the printed matter and plenary minutes can also be accessed via the parliamentary mirror. However, not all parliamentary documents are completely digital.
