Peter Becker (2013)

Peter Becker (born January 7, 1941 in Berlin ) is a German lawyer specializing in energy law . In 2011 he was awarded the Sean MacBride Peace Prize by the Bureau International Permanent de la Paix (IPB).

Life

Becker studied law at the Universities of Marburg and Munich and the German Faculty for Comparative Law. He completed his studies and internship with honors. He was deputy state chairman of the German Young Democrats in Hesse. In 1986 he became a notary and specialist lawyer for administrative law . In 1987 he became examination law with the work . A constructive criticism of his rituals for Dr. jur. PhD ( magna cum laude ). PhD supervisor was Erhard Denninger . In the commentary on the higher education framework law that he published, Becker mainly dealt with the law on university admissions.

Becker gained a nationwide reputation as a specialist in numerus clausus trials, sued over a thousand “NC victims”, right up to the Federal Constitutional Court , before which he won several constitutional complaints. He was also the leading specialist in multiple choice (MC) examination law for doctors and pharmacists. In this capacity, too, he won several constitutional complaints. One of these decisions can be traced back to the elimination of the conventional discretionary scope under review law.

After German unification , Becker represented 146 East German municipalities before the Federal Constitutional Court. From the electricity comparison proposed by the Federal Constitutional Court in its first external hearing on October 18, 1992 in Stendal , the East German municipalities "eligible for public utilities" received their electricity supplies free of charge. The law firm Becker Büttner Held (BBH) emerged from this legal dispute , which today is Germany's leading energy law firm with around 550 employees (including 250 professionals) . From 2006 to 2013 Becker was Partner of Counsel at BBH.

In 2011, Becker took on mandates in peace lawsuits for the pharmacist Elke Koller, who lives right next to the last US nuclear weapons base in Büchel , and Wolfgang Jung, resident of the Ramstein Airbase. Both of these lawsuits aim to prevent American activities that are contrary to international law and unconstitutional in the view of the plaintiffs. The Koller trial is currently at the Federal Constitutional Court (Aktz. 2 BvR 1371/2013).

In May 2013 Becker became deputy chairman of the supervisory board of Energieetz Hamburg eG and represents its interests in the remunicipalisation of the Hamburg energy network in relation to the media.
