In addition, Rosen worked as a lawyer between 1931 and 1948.

Hadassah Perlmann, 1914

In 1935 he married Hadassah (Esther) Perlmann (1891–1945; previously married to Moses Calvary [1876–1944]), who was born in Königsberg , for the second time , with whom he had the daughter Rivka Rosenblüth (1935–1942). Between 1935 and 1950 he was a member of the Tel Aviv City Council , in 1942 he was the founder and chairman of the New Aliyah Party and, in 1944, also a delegate to the Palestinian Representative Assembly .

After the establishment of the State of Israel , of which Rosen was one of the founding fathers, in 1948 he co-founded the Progressive Party ( Miflaga Progresivit ), which was formed as an alliance of the New Aliyah Party, Ha'Oved Ha'Zioni and groups of Zionists. On May 14, 1948 he was appointed first Minister of Justice by Prime Minister David Ben Gurion and initially held this office until October 8, 1951. For the Progressive Party, he was also elected for the first time as a member of the Knesset on February 14, 1949 , which he held up to belonged to December 23, 1968 without interruption. From December 24, 1952 to February 13, 1956, Rosen was again Minister of Justice, as well as from January 7, 1958 to November 2, 1961. As Minister of Justice, he campaigned for diplomatic relations with the Federal Republic of Germany . In January 1952, in the controversial dispute in the Knesset over West German compensation payments , economic factors ultimately played a decisive role. The law on the punishment of Nazis and Nazi helpers of 1950, which Rosen brought into the Knesset, primarily concerned the punishment of crimes that were committed in collaboration with National Socialists in Germany or in German-occupied Europe by people who were later in Israel lived.

In 1961, Rosen was part of the leadership of the Liberal Party (Miflaga Liberalit Jisraelit), which was formed from a merger of the Progressive Party and the General Zionists (Zionim Klalim ). After the establishment of the Liberal Cherut -Block (Gahal) in 1965, he resigned from the Liberal Party and became chairman of the Independent Liberal Party (Liberalim Atzmaʿim).

A special postage stamp was issued in 1987 on the occasion of his 100th birthday.
