After attending school, the son of Knesset MP Geula Cohen did his military service in the armed forces (IDF) in the paratrooper brigade (Hativat HaTzanhanim) from 1974 to 1977 , before studying international relations and law at the Hebrew University of Jerusalem . which he completed with a Bachelor of Arts (BA) and a Bachelor of Laws (LL.B.). During this time he was first President of the Student Union of the Hebrew University from 1979 to 1980 and then President of the National Student Union until 1982.

After completing his studies, he was admitted to the bar, but entered government service, where he was first assistant to the Minister of Transport Chaim Corfu from 1983 to 1984 and then an advisor to Foreign Minister Yitzchak Shamir . Between 1986 and 1988 he was director of Prime Minister Shamir's office.

His political career began on November 21, 1988, when Hanegbi was elected for the first time as a member of the Knesset and, with the exception of a short break from December 2005 to April 2006, is still a member of the Likud today . On June 18, 1996, Prime Minister Benjamin Netanyahu first appointed him to a government as Minister of Health and held this post until November 12, 1996. However, he was also appointed Minister of Justice on September 4, 1996 and held this post for almost three years until July 6, 1999. During his tenure, on January 10, 1997, Ronni Bar-On was called to the position of attorney general, who, due to the great criticism, gave up this post after 55 hours. In 1997 he also became chairman of the Likud Central Committee.

From March 7, 2001 to February 28, 2003, he was not only Environment Minister in Ariel Sharon’s government , but also Minister of Transport from December 15, 2002 to February 28, 2003. As Minister of the Environment he has dealt with the problem of water scarcity due to the shrinking of the Dead Sea . In the following Sharon government, Hanegbi was minister for internal security until September 6, 2004 and as such was also responsible for security in Palestine , and most recently until May 4, 2006 as a minister in the prime minister's office.

In the Knesset last elected on April 17, 2006 , he is chairman of the Committee on Foreign Affairs and Defense. Hanegbi is currently a member of the Kadima founded by Sharon in 2005 .

In the late summer of 2006 he was accused of having improperly appointed 69 Likud members to government offices during his tenure as Environment Minister, and charges were brought against him.

From February to May 2017 he was communications minister in the 34th Israeli government under Prime Minister Benjamin Netanyahu .
