Jaakov Neeman (Ya'akov Ne'eman; Hebrew יעקב נאמן; * September 16, 1939 in Tel Aviv ; † January 1, 2017 ) was an Israeli lawyer and politician who served as Minister of Justice and Finance , among other things . He was a member of the nationalist party Jisra'el Beitenu of Avigdor Liebermann .

Life

After schooling Yaakov Neeman graduated in law at the Hebrew University of Jerusalem , which he in 1964 with the acquisition of a Bachelor of Laws (LL.B.) and then with a Master of Laws (LL.M.) of the New York University graduated . In 1968 he received his doctorate from New York University as Doctor of Laws (LL.D.) and after his return he was professor of contract law , constitutional law , corporate law and tax law at Bar Ilan University in Ramat Gan from 1971 to 1976 .

In 1972 he was a co-founder and senior partner of the law firm Herzog, Fox & Neeman and earned a reputation as a leading tax lawyer . In 1976 he was a visiting professor at the University of California , and from 1977 to 1979 at Tel Aviv University . At the same time he was a member of the board of directors of the Central Bank of Israel . He was also active in national and international committees for tax and financial law issues.

In 1979 Neeman moved briefly to government service and until 1981 was Director General in the Ministry of Finance as well as Director of El Al and a member of the Central Committee of the World Bank . He then returned to his law firm as a lawyer. He was again a visiting professor at New University from 1989 to 1990 and at the Hebrew University of Jerusalem in 1990 and 1994.

On June 18, 1996 he was appointed Minister of Justice by Prime Minister Benjamin Netanyahu without being a member of the Knesset . However, this post he held only until 10 August 1996. On 9 July 1997 Netanyahu then appointed him as finance minister after the previous incumbent Dan Meridor the Likud left and the Center Party ( Mifleget ha-Merkas ) had founded. As finance minister - he held the office until December 18, 1998 - Neeman was also chairman of the Neeman commission named after him.

From 1990 he was chairman of the board of directors of the Bar Ilan University, and since 1992 he has been a member of the board of directors of the Central Bank of Israel.

Since March 31, 2009, Neeman was again Israel's Justice Minister. In October 2010 the Knesset approved his draft law, which stipulates that non-Jews must take an oath of loyalty to Israel as a democratic and Jewish state upon naturalization. On March 18, 2013, he left the cabinet.
