Giuseppe Arlacchi , also called Pino Arlacchi , (born February 21, 1951 in Gioia Tauro , Calabria ) is an Italian sociologist and politician . He became known for his studies of the Mafia .

Life

Arlacchi finished his studies in sociology in 1973. In the early 1990s he was involved in founding the Direzione Investigativa Antimafia (DIA), a law enforcement agency established in 1991 with the mandate to fight organized crime . The public prosecutor Giovanni Falcone , murdered by the Mafia, was a close friend of Arlacchi.

academic career

Arlacchi was a lecturer in sociology at the University of Calabria and the University of Florence . Between 1984 and 1986 he was advisor to the Italian Parliament on Mafia issues. He later became professor of sociology at the University of Sassari in Sardinia , where he still teaches at the Faculty of Political Science today (2012) . He is Honorary President of the Giovanni e Francesca Falcone Foundation .

UN career

In 1997 Arlacchi was appointed Director General of the UN Office in Vienna and took on the position of Director of the Office for Drug Control and Crime Prevention (ODCCP) with the rank of Under-Secretary General. His plans and proposals to curb drug crime and to combat drug cultivation were unanimously adopted by the UN General Assembly in June 1998 . The UN commission on drugs confirmed the success of the measures taken, so that the program was extended for another 10 years until 2019.

On Arlacchis initiative was founded in 2000 in Palermo , a UN convention against all forms of organized crime such. B. Forced prostitution or the modern slave trade , which came into force in 2003.

His activity was not without controversy. Above all, his many announcements, conferences etc., which either did not take place or did not lead to concrete results, earned him some criticism. A particularly detailed review by a knowledgeable "insider" was written in 2000 by a former high-ranking employee and was later made public (see link below).

Activity as a politician

From 1994 to 1996 Arlacchi was a member of the Italian Lower House, the Chamber of Deputies for the Partito Democratico della Sinistra , and then from 1996 to 2001 in the Senate . During this time he was vice-president of the anti-mafia commission of both chambers. Since 2009 he has been a member of the 7th European Parliament for southern Italy , first as a representative of the Alliance of Liberals and Democrats for Europe (ALDE) and from 2011 to 2014 as a representative of the Democratic Party in the Socialists and Democrats (S&D) group. He is also vice chairman of the delegation for relations with Afghanistan and a member of the committee on foreign affairs and the subcommittee on human rights . In March 2014, Arlacchi spoke out against the EU sanctions against Russia.
