The Presidium of the 4th German Bundestag was elected in its constituent session on October 17, 1961. The Bundestag elected the CDU member and previous incumbent Eugen Gerstenmaier as its president for the third time and Carlo Schmid , Erwin Schoettle (both SPD ), Richard Jaeger ( CSU ) and Thomas Dehler ( FDP ) as its vice-presidents.

Election of the President of the Bundestag

The electoral process was led by senior president Robert Pferdmenges (CDU). As in 1953 and 1957, Federal Chancellor Konrad Adenauer would have been the eldest member of the senior parliament, but he waived this privilege, which is whyhorsenges became the second oldest member of the senior parliament. The Gerstenmaier proposed by the Union parliamentary group leader Heinrich Krone received 463 of the 504 votes cast, which corresponded to 91.87%. He achieved an even better result than in 1957.

Election of the vice-presidents

The MPs Carlo Schmid , Erwin Schoettle (both SPD ), Richard Jaeger ( CSU ) and Thomas Dehler ( FDP ) were proposed. All but Schoettle had already held this office in the previous legislative period. There was a brief debate before the election because the SPD parliamentary group had called for two vice-presidents. The SPD member Karl Mommer accused the FDP parliamentary group of "falling over". The candidates were elected by a show of hands by a large majority in a joint ballot. All candidates accepted the election.
