The Presidium of the 1st German Bundestag was elected in its constituent session on September 7, 1949. The Bundestag elected the CDU -Abgeordneten Erich Köhler to his president and Carlo Schmid ( SPD ) and Hermann Schäfer ( FDP ) to his vice president.

First election of the President of the Bundestag

The electoral process was led by the senior president and former Reichstag president Paul Löbe (SPD). Two candidates had been proposed for the office of President of the Bundestag: Konrad Adenauer proposed Erich Köhler on behalf of the CDU / CSU parliamentary group , while Max Reimann proposed the SPD deputy and union secretary Johannes Böhm on behalf of the KPD parliamentary group . Böhm then stated that he rejected this election. Reimann replied that he wanted to "underline the 'opposition' of the social democratic group" with the motion. In the election, Koehler received 346 of the 402 votes cast, which corresponded to 86.07%. Boehm received 15 votes, which corresponded to the number of KPD members. 41 MPs abstained. Erich Köhler was elected as the first President of the Bundestag.

Election of the vice-presidents

Two vice-presidents were elected in accordance with an intergroup agreement. The final number of Vice Presidents has not yet been determined. The newly elected President of the Bundestag announced that the vice-presidents would be determined by acclamation due to the shorter time required . The SPD parliamentary group proposed Carlo Schmid and the FDP parliamentary group Hermann Schäfer as vice-presidents . Both MPs were elected to the Presidium with a large majority - Schäfer even without votes against.

Second election of the President of the Bundestag

After Erich Köhler soon received severe criticism and also suffered a nervous breakdown, he resigned on October 18, 1950. He justified this with his entry into the foreign service . Therefore, on October 19, 1950, Hermann Ehlers was elected President of the Bundestag. He received 201 of 325 votes cast (61.84%). A total of 62 votes were received for other, un-proposed MPs, 55 of which were for Kurt Georg Kiesinger . 59 MPs abstained, 3 ballot papers were marked with "No".
