The presidium of the 11th German Bundestag initially consisted of Bundestag President Philipp Jenninger ( CDU ) and four deputies Annemarie Renger , Heinz Westphal (both SPD ), Richard Stücklen ( CSU ) and Dieter-Julius Cronenberg ( FDP ). After Jenninger's resignation from the office of President of the Bundestag, the Bundestag elected Rita Süssmuth (CDU) as its President.

The election of the President of the Bundestag took place in the constituent session of the newly elected Bundestag on January 25, 1987 on February 18, 1987. As in 1983, the electoral process was led by the senior president and former Federal Chancellor Willy Brandt (SPD). Since the Union continued to provide the strongest parliamentary group after the federal election, it traditionally had the right to appoint the President of the Bundestag. The Union parliamentary group chairman Alfred Dregger proposed the previous president, Philipp Jenninger. This received 393 of the 514 votes cast, which corresponded to 76.46%.

Election of the vice-presidents

As four years earlier, the election of the vice-presidents was preceded by a vote on the number of vice-presidents. The Greens and the SPD requested that the number of Vice-Presidents be increased to five so that the Greens could also be represented on the Presidium. CDU / CSU and FDP rejected this, which is why there were still four vice-presidents. As in 1983, the vice-presidents were elected by secret ballot, but in a combined ballot. The current vice-presidents Annemarie Renger , Heinz Westphal (both SPD), Richard Stücklen (CSU) and Dieter-Julius Cronenberg (FDP) ran. The Greens put Christa Nickels on.

Second election of the president

Philipp Jenninger resigned on November 11, 1988 due to the controversy surrounding his speech the day before on the 50th anniversary of the November pogrom . On November 25, 1988, the Bundestag elected Rita Süssmuth as President of the Bundestag with 380 of 475 votes (80%). After Annemarie Renger, she was the second woman to hold this position.
