During his studies in Lausanne he became a member of the Société d'Étudiants Germania Lausanne . After he had written his historical dissertation under the title " The Battle of Hohenfriedberg on June 4, 1745" , he was awarded a doctorate in 1897. phil. PhD. From 1903 he initially worked as a scientific assistant at the Chamber of Commerce in Düsseldorf . In 1905, at the young age of 33, he became the syndic of the Chamber of Commerce in Mülheim ad Ruhr and, together with Paul Reusch, had promoted the merger with the Chamber of Commerce in Essen, where he was currently the second managing director. After all, he worked as in-house counsel for the districts of Essen , Mülheim ad Ruhr and Oberhausen in Essen . From 1915 he was the syndic of the Chamber of Commerce in Bochum. In July 1919 hunger riots broke out in the region, which were violently suppressed and in March 1920 - as a result of the general strike against the Kapp Putsch , conditions resembled civil war. During this phase, Rudolf Keibel left the Bochum Chamber because of the "conditions in the Ruhr area that seemed too difficult" and went to Lübeck.

From 1924 to 1932 he was the senior counsel of the Chamber of Commerce in Lübeck . From 1924 to 1932 he was also a member of the citizenship of the Free and Hanseatic City of Lübeck , which until 1937 had the status of a state parliament. From 1924 to 1926 he belonged to the civil economic community (WiG), from 1926 to 1929 and from 1929 to 1932 to the Hanseatic People's Association (HVB). Keibel was also director of the Society for the Promotion of Charitable Activities, which was founded in 1789, from 1924 to 1927 . As director and head of the “non-profit” organization , the Lübeck museums were particularly close to his heart . They were supported by the “non-profit organization” and were only nationalized in 1934. The collaboration in his capacity as head of the cultural history and art collections with the Lübeck museum director Carl Georg Heise ended when he was dismissed by the National Socialists in the course of the Gleichschaltung in 1933. Keibel's work for the non-profit organization also ended in the course of the Gleichschaltung . In this respect, it is remarkable that Heise's “ Lübecker Kunstpflege 1920–1933 ” was still able to appear in 1934 as the final report. Keibel retired in 1934 and from then on worked primarily as a writer. He published numerous historical and economic papers and various commemorative publications on the occasion of anniversaries of the companies and organizations in his field of activity.

In 1945, when the company was revived , he was called in to promote charitable activities under the lawyer Adolf Ihde .
