The Spar- und Bauverein Konstanz eG ( SBK ) is one of the largest landlords with 1,703 apartments and commercial units (as of July 2019) in the Konstanz area . The SBK is both a housing association and a savings institution for its members. 100% subsidiaries are SBK Wohnbau GmbH and SBK Immo-Service GmbH. Since 2015 bi bodenseeimmo gmbh, in which SBK Baugesellschaft SBK GmbH has a stake together with Volksbank eG Konstanz, has been taking on brokerage activities. In addition to the vbw Association of Baden-Württemberg Housing and Real Estate Companies e. V. , the savings and construction association Konstanz is a member of DESWOS German development aid for social housing and settlements e. V. as well as in the employers' association of the housing industry e. V.

history
1896 Foundation of the second Baden building cooperative
On August 1, 1896, the savings and construction association Konstanz was founded as the second Baden building cooperative and entered in the cooperative register at the district court of Konstanz . Eliminating the housing shortage in Konstanz was the focus of the founding idea, but also to build healthy, sufficiently large, family-friendly apartments with light and sun according to the latest methods and only to rent them according to cost-covering principles.
In 1899 the topping-out ceremony for the buildings at Grießeggstrasse 12, 14 and 16 as well as Tournamentstrasse 42 took place. These houses are still ideally rentable to this day. The major construction project on Tenbrinkstrasse was built from 1904 to 1911. In 1914 the savings and building association owned 98 apartments.
1920 to 1945
From 1921 to 1923 35 railway houses and 35 post houses were built in Sierenmoos. The three-room houses offered 76 m², the four-room houses 84 m² (plus an attic and a bathroom). Every house had a garden of 200 to 500 m². Further apartments were built on Luisenstrasse and Allmannsdorferstrasse as well as in Paradies on Gottlieberstrasse, on Friedrich-Pecht-Weg and on Tournamentstrasse.
In 1924 the cooperative had 536 members. There was no construction activity due to the lack of money and the high construction prices. Expelled Alsatians and Germans living abroad put a heavy strain on the housing market. It was not until 1928/29 that two new houses with 12 apartments were built on Petershauserstraße. Between 1931 and 1934, 22 apartments were built on Tournamentstrasse, Gottlieberstrasse and Pechtweg “in a purely south-facing position with a magnificent view of Switzerland”. The 98 apartments built before 1914 received electrical wiring.
In 1936 the association celebrated its 40th anniversary with 745 members and 361 apartments. In the same year one of the largest construction projects was started: the settlement in Austraße on 16,232 m². In 1936, in the course of incorporation and political harmonization, the association accepted the remaining 90 members of the Wollmatingen savings and construction association, which brought in its 12 houses with 34 apartments.
Between 1937 and 1940, 29 houses with 116 apartments were completed on Austraße. For financial reasons, four families each had to be accommodated in a two-story house. From 1938 onwards, Jews were no longer allowed to be members of the cooperative and had to resign on December 31, 1938. In the course of the "Aryanization of the living space" on the basis of the law "on tenancy agreements with Jews", Jewish residents were also forcibly dismantled and assigned to "Jewish houses".
1946 to 1975
After the Second World War and the difficult first years of the post-war period, the D-Mark came back into the coffers for the first time via the rental income, which was immediately invested in repairs and maintenance. The first new buildings started again in July 1949. On June 20, 1948 around 1,500 savings accounts were converted. The cooperative had to pay nearly DM 1 million as a property levy over the next 25 years. The members' shares were changed from 300 RM to 200 DM.
New building activity then ran at full speed, especially in the decades of the economic boom. The SBK was one of the first property developers in Constance to build underground garages in addition to the residential buildings. There were also numerous green spaces and children's playgrounds . In July 1949, construction work on Muntpratstrasse began again with two-room apartments (50 m²) and three-room apartments (65 m²), a total of 35 apartments.
In 1956 the cooperative celebrated its 60th anniversary with around 1450 members. 207 apartments have been built since 1949. Constance had 50,000 inhabitants. In 1960 Paul Bischoff became executive director for 32 years and a part-time director for another four years. From 1952 he was a commercial clerk in the cooperative. More than 400 apartments were built during his tenure.
In 1969 the completion of the club's 1000th apartment was celebrated. At the same time, the 5000th member was welcomed to the savings and construction association. The high-rise building on Buhlenweg with 67 apartments, the largest building of the cooperative at that time, was completed.
Between 1949 and 1971 the cooperative built 574 new apartments. These included the new residential buildings on Ellenrieder-, von-Emmich- and Moosbruggerstraße, in Schobuli- and Taborweg, in Petershauser-, Markgrafen-, Wallgut-, Bückle-, Zasius- and Brüelstraße as well as in Buhlen- and Mondrauteweg as well as numerous Green areas and children's playgrounds (1950 to 1967). In 1971 the balance sheet total reached over 20 million DM with 2540 members, 3.6 million DM savings deposits, 1022 apartments, 14 commercial units, 99 individual garages, 102 parking spaces in 2 underground garages and over 100 parking spaces. In 1973 57 new apartments in 4 three-storey buildings in Wollmatinger Überlängerbohl were completed at construction costs of 5.5 million DM. In 1974 a new cooperative law came into force. As a result, the legal form changed from the eGmbH to the eG, from the general assembly to the representative assembly. In 1975 the Sierenmoossiedlung was redeveloped. In 1978 eight apartments were built in Kopernikusweg for 1.1 million DM.
1976 to 1999
In 1984, 26 one- and two-room apartments were available on the corner of Ellenriederstrasse and Gottlieberstrasse. In 1986 the cooperative celebrated its 90th anniversary with a balance sheet total of 32.5 million DM, 8.7 million DM savings deposits and 1,113 apartments.
As a result of the repeal of the Non-Profit Housing Act of 1990, another amendment to the statutes was necessary. The tax-exempt “rental cooperative” was chosen as the new legal form. In 1991 two buildings with 36 one-, two- and three-room apartments with underground parking for over eight million DM were completed on the site of the former monastery barracks (Martin-Venedey-Straße). An award in 1992 was given to an interesting architectural solution: over a row of garages on Tenbrinkstrasse, bright and light rooms were created for an architecture office by adding additional floors . In 1995 a house for 10 families was moved into on Moosstrasse. The cooperative now had 4,455 members, total assets reached 52.8 million DM, savings deposits 15.0 million DM. There were 1,156 rented apartments and 16 commercial units. In 1996, construction began on 64 apartments with underground parking on the southern area of the Cherisy barracks.
2000 to 2009
On the site of the former recycling center between Gartenstraße and Rheingutstraße, 44 senior citizens' apartments and 16 family apartments were built in four parts in 2000. In 2003, 5 buildings with eight rental apartments each and an underground car park with 66 parking spaces followed in Bücklestrasse. In 2005 the SBK was 110 years old. He had 5958 members, the savings reached 21.9 million euros, he owned 1311 apartments and 12 commercial units. The balance sheet total was 60.8 million euros and sales were 6.9 million euros. No new buildings were built. The cooperative focused on modernization and maintenance with a focus on the installation of photovoltaic systems. In 2006 the former after-work home in Luisenstrasse was renovated. New two- to three-room apartments with 46 to 70 m² were built. In 2008, it was possible to move into 19 inexpensive rental apartments with a size between 67 and 120 m² of living space in Litzelstetter Straße. At the end of 2009, the cooperative's housing stock comprised over 1,350 apartments and 11 commercial units. From the middle of 2008 an economic downturn shaped economic life. This economic crisis was not over until 2010, at least in Germany . In 2009, SBK invested over 5 million euros in maintenance and modernization as well as energetic renovation .
2010 to 2015
From 2010, the focus continued to be on the energetic renovation and modernization of the existing building, as well as the start of new construction. The property development business intensified in the subsidiaries in particular (new buildings in Bücklestrasse and Schwedenschanze). Since then, SBK has modernized around 50 apartments a year. For the "Austraße", the SBK chose a workshop process in which residents, planners and city administration jointly developed the new building.
In 2011, four new building projects were built: 65 rental apartments in Austraße, 68 condominiums in Bücklestraße, five rental apartments in Paradies and 11 condominiums in Schwedenschanze. Over 5 million euros were invested in the modernization of around 50 apartments a year. A member survey showed over 90% satisfaction and impulses for the cooperative and the housing needs. In 2012, three houses with a total of 24 rental apartments were completed in Austraße Nord. Ownership was also acquired outside of Konstanz: in 2012, 128 units in Radolfzell through the construction company SBK GmbH and in 2013 in Allensbach as a property developer through SBK Wohnbau GmbH. As a result of the new construction projects and acquisitions, the housing stock rose to over 1500 units at the end of 2012. The deposits in the savings facility grew to over 28 million euros. In 2013 the total stock grew to over 1600 units. Via the subsidiary “Baugesellschaft SBK GmbH”, the cooperative took on the two business areas of “property management” and “real estate sales”. The savings deposits grew to almost 35 million euros, the balance sheet total in the network to over 122 million euros.
At the end of 2013, a further 39 rental apartments, spread over two arcade houses in the south and the striking circular building as the center of the district in Austraße Süd, were handed over to the tenants.
In coordination with the building department, the facade graffito by Hans Sauerbruch remained visible in 2015 even after the renovation of the house in Schobuliweg. Since the facade picture is not a cultural monument , there was and is no legal obligation to preserve the picture. Thanks to the voluntary commitment of the savings and building association, the work of art will be preserved.
In 2014 SBK acquired one of the last large plots in the Paradies district in the immediate vicinity of the office, built on with two residential and commercial buildings. Another renovated house in Austraße was handed over. SBK Wohnbau GmbH built the "Reihetal Allensbach residential complex" with eleven 2.5 to 4.5 room apartments in two apartment buildings. The renovation of the property acquired at the end of 2013 at Peter-Rosegger-Weg 29 has been completed. The extensive renovation of existing apartments in Schobuliweg was completed. In 2015, 40 apartments were acquired in Alemannenstraße / Markgrafenstraße and 8 condominiums with 800 m² building area were completed in Mainaustraße 152 (SBK Wohnbau GmbH). At the end of 2015, Spar- und Bauverein Konstanz eG together with its subsidiaries rented 1,577 apartments and 34 commercial units. The living space was 116,444 m², the commercial area 5,976 m². In addition, there were 331 third-party apartments and commercial units managed by the SBK.
As of 2016
In 2016, 35 apartment modernizations were carried out, the construction of 28 apartments with over 2400 m² of living space in Taborweg to replace an old building began. There were also several, e.g. In some cases, major renovations in line with historic monuments (e.g. Allmannsdorfer Strasse 37 a – c), further modernizations in Gewann Austraße and the completion of 11 new top floor apartments with 920 m² in the St.-Gebhardsplatz 24–30 / Zähringerplatz 2. The cooperative invested 8 . EUR 1 million for the modernization and maintenance of the company's own housing stock. After a construction period of around 20 months, the four apartment buildings in Taborweg were completed in 2017 and the 28 apartments with more than 2,400 m² of living space were handed over to the new tenants. The investments in this new building amounted to around EUR 6.5 million. In 2018, a new ten-family house with 2 to 4 room apartments was completed in a vacant lot in Erich-Bloch-Weg. On the ground floor, an outpatient, self-managed care residential community on 240 m² offers space for up to eight people in need of help and care. In the building complex Schobuliweg 4–10 / Wallgutstr. 16-18, the first four new apartments were moved into in the summer of 2018 as part of the attic expansion. The installation of combined heat and power units for the central energy supply led to CO 2 savings of over 175 tons per year. At the end of 2018, the balance sheet total was 151.7 million euros. The cooperative had 9,005 members and rented 1,668 of its own apartments. SBK Immo-Service GmbH (formerly Baugesellschaft SBK GmbH) managed 668 units. Savings deposits rose to 46.7 million euros in 9,570 accounts.
Residential and building stock
In the first few years after it was founded, the savings and construction association rented houses and acquired land. To this day, the focus of the cooperative's activities is the construction of multi-family houses and residential complexes in the architecture typical of the time. With the garden city in Sierenmoos , the cooperative created a new city quarter between 1921 and 1923, which has remained almost unchanged to this day. It reflects the idea of the time to enable living in the country together with a kitchen garden at low prices . The connection between living and kitchen gardens remained decisive for new buildings in the decades that followed, for example in the construction of 29 housing estates with 116 apartments on Austraße. In the 1960s, the cooperative built several high-rise buildings. The high-rise building on Buhlenweg, completed in 1969, was the largest building with 67 apartments. Since 1990, the renovation and modernization of the existing building has developed more and more into an important business area, primarily with a view to saving (heating) energy. Since the development areas in Constance are restricted by nature reserves , the redensification of existing structures is also becoming more important. The cooperative is increasingly converting attics used as storage facilities into fully fledged apartments. Monument protection plays an important role in this and also in the renovation due to the old buildings that often exist in Constance.
