The Bern Health Foundation is an organization in the field of health promotion and addiction counseling in the canton of Bern . Its core tasks are health promotion and prevention , sex education , addiction counseling and therapy . The organization works on behalf of the Health, Social and Integration Directorate of the Canton of Bern.

Purpose, organization and funding

The Bern Health Foundation is QuaTheDA (abbreviated for: Quality Management System , Therapy, Drugs, Alcohol) certified and politically and denominationally independent. It is controlled centrally and offers its offers decentrally. In addition to the management based in Bern , Berner Gesundheit is present in the regions of Bern , Emmental-Oberaargau , Bernese Jura - Seeland and Oberland with a total of four regional centers (Bern, Burgdorf , Biel , Thun ) and 15 consulting locations throughout the canton. It is financed for the most part by the public purse.

Health promotion and prevention

The specialists train, advise and inform individuals and groups from schools , day care centers , families , homes , teaching companies , communities and associations . The target groups are children and adolescents, whom Berner Gesundheit reaches through the cooperation with the multipliers. The specialists support the multipliers in the planning and implementation of preventive measures on the topics of cannabis , alcohol , illegal drugs , digital media , gambling , tobacco , class climate, stress , violence and bullying , life skills, diversity , sexuality / love, depression and suicide , mental health .

The sex education offer complements sex education in school, home and family. The specialists offer sex-pedagogical group discussions for school classes, advise young people and young adults and coach teachers and carers.

Addiction counseling and therapy

Specialists offer outpatient psychosocial advice and therapy for those affected and their relatives. This is offered as part of one-on-one, couple, family or group discussions. If necessary, intercultural translators are called in for consultations. Specific topics include: cannabis , alcohol , illegal drugs , digital media , gambling , tobacco , medication, and eating disorder .

The organization has only been a foundation since 1998 , but the beginnings go back to 1931. From 1931 to 1998 the organization was an association (formally an association, since Switzerland has no actual association law). When it was founded in 1931, the organization was called the "Association of Bernese Welfare Centers for Alcoholics (VBFA)". This brought together the sponsors of various state and semi-state organizations that campaigned for alcoholics. In the beginning the VBFA dealt exclusively with alcoholism, today this is only one of many tasks (see above). Political and religious neutrality was anchored in the organization's first statutes.

In 1946 the association was expanded and inpatient facilities for the treatment of alcoholics were added in the canton of Bern. The organization was now called the "Association of Bernese Welfare Agencies and Sanatoriums for Alcoholics (VBFHA)". The name and structure of the organization remained essentially unchanged until 1986. However, during this time four so-called "pension offices" were opened (1965 in Bern, 1971 in Thun, 1972 in Biel and 1982 in Langenthal). These facilities are the forerunners of the Beges prevention centers that still exist today.

In 1986 the statutes of the organization were revised and, in particular, the purpose was considerably expanded. From now on the organization was called "Bernischer Verband für Suchtfragen (BVS)". The BVS was now responsible for all addictions, not just alcoholism. In 1993 another name change followed, namely to the current name "Berner Gesundheit". This in turn was connected with an expansion of the purpose of the organization: only from now on did the organization also take care of sex education and not "only" about addiction issues. Before 1993, the women's hospital in Bern (now part of the Inselspital ) had a "specialist center for sex education", which was dissolved in 1993 or integrated into Beges.

In 1998 it finally gave itself the current structure as a foundation. Until then, the meanwhile 25 specialist units were supported by no fewer than 19 different sponsorships, which were combined in Berner Gesundheit. As part of this restructuring, these sponsorships dissolved. The former Bernese government councilor Kurt Meyer ( SP ) became the first chairman of the foundation board .

From 1999 to 2001, Berner Gesundheit rebuilt its offer: four regional centers were created (see above) that still exist today. There are also 15 smaller advice centers throughout the canton. The sex education offer was extended to the entire German-speaking canton area in 2003 (previously it only existed in Bern). In 2004 the Beges received the Biliguisme label for promoting Franco-German bilingualism. From 2005 to 2009 the then governor Urs Wüthrich (SP) was President of the Foundation Council of the Beges, since 2009 the former Könizer Municipal Council and SVP - Grand Councilor Ueli Studer has held this office.

On January 1, 2015, Berner Gesundheit added outpatient advice for young people to its care mandate. The outpatient advisory services of the Contact Netz were integrated into Berner Gesundheit at this point in time. Former Contact-Netz employees continue their work at Berner Gesundheit.

In 2017, Berner Gesundheit took over the advisory contract and the employment relationships from the former association APESE (French-language sex education).

The structural adjustment promoted by the canton of Bern as part of the addiction support concept has led to the fact that Berner Gesundheit was able to take over the outpatient addiction counseling in the Bernese Jura in full from July 1, 2018 - i.e. also for the area of ​​illegal drugs.

The "Health Competence Alliance" awarded the "Pa-paRat" health promotion project of Berner Gesundheit on February 1, 2019 with 1st prize.
