Shri Suresh Kalmadi ( Tamil : சுரேஷ் கல்மாடி ; * May 1, 1944 in Madras , Tamil Nadu ) is a former politician of the Indian National Congress (INC) and sports functionary who was a member of the Rajya Sabha from 1982 to 1996 and again between 1998 and 2004 was. He was also a member of Lok Sabha from 1996 to 1998 and again between 2004 and 2014 and from 1995 to 1996 temporarily held the office of State Minister for Railways.

He was also President of the Indian Olympic Association (IOA) from 1996 to 2012 and President of the Asian Athletics Association (AAA) from 2000 to 2013 . He lost his offices after allegations of criminal conspiracy and fraud were brought against him in the course of organizing the 2010 Commonwealth Games in Hyderabad .

Life

After attending St. Vincent's High School and Fergusson College in Pune in 1960, Kalmadi began studying at the National Defense Academy (NDA) in Khadakwasla near Pune and, after further training at the Air Force Flying College in Jodhpur, joined the 1964 as a pilot Indian Air Force . After he himself was an instructor at the NDA between 1972 and 1974, he was most recently major in command of a squadron .

Kalmadi began his political career in the Youth Congress , the youth organization of the Indian National Congress, and was first President of the Youth Congress in Pune in 1977 and then from 1977 to 1980 President of the Youth Congress in the state of Maharashtra , before becoming President of the Indian Youth between 1981 and 1986 Congress was chairman of the national youth organization of the congress party.

Member of the Rajya Sabha and Minister of State

On April 3, 1982, Kalmadi became a member of the Rajya Sabha, the "House of States" of Parliament, for the first time and was a member of the Petitions Committee between 1984 and 1985 and then from 1986 to 1988 a member of the Committee on Subordinate Legislation and the Defense Committee. On April 3, 1988, he became a member of the Rajya Sabha for a further period and was again a member of the Petitions Committee between 1990 and 1992. At the same time he was chairman of the Maharashtra Tourism and Development Society from 1988 to 1989. On April 3, 1994 he was again a member of the Rajya Sabha and belonged to this until May 10, 1996.

In September 1995 Kalmadi was appointed by Prime Minister P. V. Narasimha Rao as Minister of State in the Ministry of Railways in his government and was a member of this until the end of Rao's term of office on May 16, 1996.

In the elections in April and May 1996 Kalmadi was elected for the first time for the INC in the Maharashtra constituency of 34 Pune as a member of Lok Sabha, the elected representative of the Indian parliament. During this eleventh legislative period , he was a member of the Defense Committee from 1996 to 1998.

Kalmadi, who himself took part in several marathons and was President of the Athletics Federation of India (AFI) from 1987 to 2006 , succeeded Sivanthi Adithan as President of the Indian Olympic Association (IOA), the National Olympic Committee (NOK) of India. At the same time he became president of the Asian Athletics Association (AAA), the continental federation of the Asian national athletics federations within the International Association of Athletics Federations (IAAF). At the same time he became a member of the board of the IAAF in 2001 and was chairman of the organizing committee of the Afro-Asian Games in Hyderabad in 2003 .

On July 5, 1998 he became a member of the Rajya Sabha for the fourth time and acted among other things from 1998 to 1999 as spokesman for his group . In 1999 he was chairman of the INC campaign committee for the elections in Maharashtra, and between 1999 and 2004 he was a member of the upper house committee for political undertakings. At the same time he was treasurer of the parliamentary group of the Congress Party in the Rajya Sabha from 2003 and 2004.

In the elections in April and May 2004 , Kalmadi was re-elected a member of the Lok Sabha and was a member of the local committee for political enterprises during the 14th legislative period between 2004 and 2007. In addition, he was a member of the Lok Sabha Defense Committee for the entire legislative period from 2004 to 2009 and, in 2005, was temporarily secretary of his parliamentary group.

Kalmadi was also elected a member of the 15th Lok Sabha in the April and May 2009 elections and was initially a member of the Committee for Human Resource Development on August 31, 2009 and a member of the Ethics Committee on October 7, 2009.

Commonwealth Games 2010, arrest and loss of office

At the same time, Kalmadi was chairman of the organizing committee for the Commonwealth Games 2010 , which took place from October 3 to 14, 2010 in Delhi . Because of this activity, he came under fire after the anti-corruption commission CVC (Central Vigilance Commission) asked the federal police authority CBI ( Central Bureau of Investigation ) to investigate the organization of this central sporting event of the Commonwealth of Nations .

On April 25, 2011, he was arrested by the CBI on suspicion of criminal conspiracy and fraud under sections 120 B and 420 of the Indian Criminal Code. He was then suspended as President of the Indian Olympic Association and initially replaced by Vijay Kumar Malhotra . At the same time his membership in the Congress Party was suspended. After ten months of pre-trial detention and bail of 500,000 rupees , he was released from Tihar Prison. First, he was allowed by a court in Delhi on July 13, 2012 to attend the opening ceremony of the 2012 Summer Olympics in London . However, this permit was revoked by the Delhi Higher Court less than two weeks later, as the court believed that Kalmadi's participation in the opening ceremony could “embarrass the entire nation”.

After he was able to take over his office as president of the IOA for a short time again, he was finally replaced on December 5, 2012 by Abhay Singh Chautala . On July 1, 2013, he finally lost his re-election as President of the Asian Athletics Association against Dahlan Jumaan al-Hamad from Qatar . In the elections in April and May 2014 , Kalmadi did not run again for a seat in the Lok Sabha.

His marriage to Meera Kalmadi on April 23, 1971 resulted in a son and two daughters.
