The target is the title of the 13th crime scene episode with Chief Detective Max Palu ( Jochen Senf ). The 481st Tatort episode was on 14 October 2001 at the First aired for the first time. In a run-down hotel, an innocent man is shot dead by a police special task force. The porter was certain that he recognized the man as Ante Besic, a Serb wanted by the International War Crimes Tribunal in The Hague. This is searched for by the daily wanted program "Target". Their presenter Petra Odetzki presented the program very emotionally and sensationally, so that she literally incites viewers to hunt down criminals. Palu, who has known Besic for many years, witnessed how he shot four people in his bar in self-defense years ago. Besic has now taken hostages near the Saarbrücken train station because of the ongoing manhunt due to his past in the Yugoslavian war. Palu goes into the building and talks to Besic, while Odetzki and her camera team are waiting outside the door and are looking forward to the arrest. Besic finally gives up. In return, Palu promises to protect his family from Petra Odetzki's hunt. Besic is to be delivered to The Hague, but can be freed by old comrades after a dental operation that is still to be done. Petra Odetzki is outraged in her show and incites her viewers against Besic's family. Besic calls Palu and admonishes him to stop Odetzki, otherwise he will.

Odetzki's husband Tom, the producer of her show, informs Petra that Besic is threatening her and demanding that the hate speech against his family be stopped. On the same evening, Petra Odetzki was shot several times in her house by a stranger. When Palu appears at the crime scene, the press is already besieging Odetzki's house. Tom Odetzki is sure that Besic is behind the act and swears revenge. The production assistant Annette, who drove Petra Odetzki home, testifies to have recognized Besic in front of the house. She didn't see his face, but in retrospect she could remember his jacket. Tom Odetzki announces in front of Petra's fans that he wants to continue the show and want to confront Besic, who is the murderer of his wife. Deininger asks the editors of the program “Zielscheibe”, they say that they continued to work for two hours after the program, as always. Besic is meanwhile in a Serbian Orthodox church and makes a confession. Besic's house in the border area of ​​France is meanwhile being permanently under siege by Odetzki's spectators, so that the family is taken to another location by the French police.

When Palu and Deininger drive to Odetzki's house, they find that the police seal has been broken. Mr Odetzki has taken two suitcases out of the house, although nobody was allowed to enter the house. The officers discover that Petra Odetzki's study is missing two files. Tom Odetzki, who is taking over the moderation from his wife, hires shady private detectives and Ernst Glogowski, the security man of the production company, to catch Besic and show him on the show without involving the police. Then he incites the studio audience against Besic. The viewers should call the program and not the police, they would allegedly pass the information on to the police. Palu warns Odetzki that he will stop him if he continues like this, but Odetzki is unimpressed. The two detectives, who are more likely to be gangsters, plan to kidnap Besic's daughter in order to put him under pressure. Glogowski, who used to be a police officer, tries to prevent illegal methods from searching, but Odetzki makes it clear to him that the two gangsters are allowed to use any method. Tom Odetzki has a secret relationship with Annette. Odetzki finds out which hotel the French police stayed in Besic's family and sends the gangsters there.

The gangsters prepare the kidnapping of Besic's child. Glogowski tries to prevent that, but the gangsters threaten him. Glogowski announces that he will get out. Odetzki meanwhile demands significantly better conditions due to his great success. Palu and Deininger visit Besic's dentist, a Serb compatriot. He made a prosthesis for Besic. Palu tells the dentist to report to the police if Besic shows up. Meanwhile, Deininger finds out from the patient file that Besic was in the practice the day before and the dentist lied. Palu orders observation of the practice. When the officers left the practice, the two gangsters showed up. Palu asks Glogowski, who will quit Odetzki. He tells Palu that Odetzki knows exactly what the police are doing and that there must be a mole in the police force. He tells Palu about the methods of the two alleged private detectives and gives Palu his driver's log, as he was also the driver for Petra Odetzki. He also confesses to Palu that he got Petra Odetzki with a gun.

Palu learns from Odetzki's tax advisor that Tom hadn't heard anything in the house and that he had moved to Annette, his lover, two weeks ago. Petra filed for divorce and wanted to separate from her husband professionally. She would have made a career without him. The gangsters meanwhile threaten the dentist and learn Besic's whereabouts. Deininger, who has observed the practice, follows the gangsters with the dentist as hostage to the church in which Besic is hiding. There Besic turns himself in after the gangsters threatened the priest. Odetzki and his crew go to church to celebrate his capture live. They even direct their audience to church. Palu and Deininger speculate that their secretary Ms. Braun, who is a fan of the show, is the mole. Palu manages to be in front of the sensation-hungry pack in the church and to disarm the two gangsters. However, there is no reinforcement on site, so that the church is almost stormed by the revengeful mob. Palu asks Deininger whether he murdered Petra Odetzki, he denies this, his dentist confirms the alibi, Besic was in treatment with him at the time of the crime. Meanwhile, the mob invades the church. Palu struggles to prevent Besic from being lynched until reinforcements arrive.

Annette runs away after Besic's lynching failed, Odetzki runs after her into a forest. There Annette tells him that Besic has to die so that no one finds out that she murdered Petra Odetzki. He is shocked, whereupon she accuses him of having given her the gun and thus ordered her to murder Petra. He, however, yells at her that she just wanted to hide the gun. When he thinks she is sick, Annette shoots Tom Odetzki and then tries to execute Palu, who has now caught up with them. The camera team from "Zielscheibe" comes in, so that Annette leaves Palu and wants to shoot herself instead, which Palu prevents by disarming her. The transmission line around Dr. Dreyer, who followed the successful live broadcast, it is decided to succeed the moderator so that the successful format can continue its cynical game.
