Jim Greer, stationed in Moscow , receives information from a Russian informant that a rocket with a geostationary satellite was recently launched from the cargo ship Almeta in the South China Sea , which is now positioned over Venezuela . When he learns that the ship has also gone to Venezuela, he lets himself be transferred to Venezuela - despite a recently diagnosed heart defect . Ryan did not follow Greer to Russia, but is working again as an analyst in Langley and advising his friend, the US Senator Jim Moreno, on security issues and is therefore also concerned with the situation in Venezuela when he comes across the suspicious cargo. He suspects that it could be the preparation for a terrorist attack and visits with Moreno the campaigning President Nicolás Reyes and asks him for information about what is happening with the cargo. Reyes, however, refuses foreign aid. Shortly thereafter, Ryan and Moreno meet Greer. At his hotel in Caracas, Ryan meets a woman who hides a bug in his room while he sleeps. During the drive from the hotel to the airport the next morning, an attack was carried out on the column of cars in which Ryan and Moreno were sitting, under the direction of sniper Max Schenkel. Schenkel shoots Moreno, who escapes police captain Filiberto Ramos, who had previously been lubricated by Schenkel. On his return to his apartment, however, Ramos finds his wife and children murdered and barely escapes the killers in the house.

Ramos escapes injured to the US embassy in Caracas. There he asks for asylum in order to protect him from the Venezuelan police, by whom he feels threatened. In return, he provides information about thighs. During an unauthorized exploration of the Almeta in the port of Caracas, Ryan meets the woman he met in the hotel again, she turns out to be BND agent Harriet Baumann, who, together with Schenkel, who she is now looking for, used to work for the Special Forces Command has worked. Baumann secretly spies on General Miguel Ubarri, who belongs to Reyes' closest leadership circle. Ubarri makes opposite. remarks by his wife that question Reyes' competence and behavior. Ryan suspects Schenkel as a perpetrator and therefore confronts Baumann, from whom he only now learns how dangerous Schenkel is. Meanwhile, in Florida, the SAD operation Matice is recruiting ex- commando soldier Marcus Bishop for a secret assignment.

Gloria Bonalde, Reyes' rival in the presidential election campaign, calls attention to the many missing people in the country and accuses Reyes of not doing enough to find them. Her own husband, who was a member of the Venezuelan cabinet until his disappearance a year ago, was also responsible for justice and land , among other things . The disappearance of her husband prompted Bonalde to run for office. Ryan and Greer try to get information about the contents of the containers that have arrived on the Almeta in the port. However, the cargo has already been transported further inland. They then follow the trail of the containers. A river in the Orinoco -Flusssystem they meet with the command of Matice together, the Greer, meanwhile, has committed to support, including Matice and acting as boat helmsman Bishop (now " Uber " called ). Six of them go by boat to the vicinity of the militia camp, on the edge of which the containers are. By examining the containers and comparing the DNA of the captured finger, Ryan determines that the chemical from the containers is the same as that used for the car bomb that was used in the attack on Moreno's motorcade. The mercenary works for a private security and military company based in London. November pulls him away from the investigation because of Ryan's unauthorized actions. Instead of returning to the US, Ryan flies to London with the support of Senator Mitchell Chapin to interview the head of the security company. It turns out that the company's boss, Rupert Thorne, once brokered Schenkel, whom he knew by a different name, to a company in Venezuela. Schenkel, meanwhile, followed Ryan to London and, before the company boss could make any further statements, successfully committed a murder as a sniper. Only now does Schenkel notice that Ryan is being supported by Baumann in the investigation. Ryan's purpose is to prove Reyes' connection to the containers in the jungle and the murder of Moreno. Greer, however, notices a possible connection between this connection and the disappearance of Gloria Bonalde's husband in Caracas and questions her about this. In order to forestall his possible election as president, Reyes made Gloria an offer to support him for another term in exchange for a seat in his cabinet and his support for the next election. While Gloria is considering the offer, her family is threatened by strangers, which is why she turns to Greer for help.

Meanwhile, Bastos and his armed men follow the trail of the three. Meanwhile in London, Ryan and Baumann are in the process of forcing Schenkel to reveal information about the person who commissioned the murder of Moreno, and for this purpose they temporarily hold his daughter hostage at their place of study, an English university. When Ryan interrogates him, Schenkel pulls out his gun and is shot by Baumann before he can shoot. She stays at the scene while the police arrive and Ryan escapes. Meanwhile, Greer has identified a rock in Gloria Bonalde's mansion that her husband had dealt with before his disappearance. It is the ore columbite-tantalite, from which tantalum can be extracted . When the group around Matice is shot at by enemy men in the jungle, they meet again with Uber, who helps them out of a predicament. When they realize that they cannot shake off the overwhelming power of the pursuers, Matice sacrifices herself to enable the other three to escape. Although he can eliminate numerous attackers, he is finally shot and his body is removed. Meanwhile, Ryan has returned to Caracas and wants to interview Greer with the Venezuelan attorney who they suspect of hiring Schenkel as Moreno's murderer on Reyes' behalf. Before they can meet them, they are kidnapped on Reyes' behalf. Reyes reassures them that it has nothing to do with Moreno's murder and releases them. At the same time, Reyes is fueling anti-American sentiment in the population through the media by accusing the US of wanting to influence the presidential election and presenting the photos of the dead Matice and of a meeting between Greer and Bonalde. In the course of this, he declared all Americans in the country to be undesirable persons, including the diplomats, who then fled the US embassy. November refuses to leave the country and flees with Ryan and Greer through a secret tunnel from the embassy premises. Allied contact men from November with the Venezuelan police smuggled the three out of the danger area. Police officer José, who smuggles Greer in his car, turns out to be a traitor when he leads Greer into the hands of Bastos.

Greer is tortured by Bastos and then locked in the prison camp that Uber had discovered. Several dozen intellectuals opposed to Reyes are imprisoned in the camp, including Gloria Bonalde's husband. When Ryan and November learn that Greer has not arrived in the US, they realize that they must have been betrayed to Bastos by José and the other police officers. When confronted in this regard, José admits the treason and also the murder of Ramos, as his family had been threatened. November executes José and then just barely escapes capture by Bastos' helpers with Ryan. Together they make their way to the prison camp to free Greer. They meet with Uber, Coyote and Disco and lure the mercenaries from the warehouse with money to help them penetrate the prison camp. Since the satellite Reyes used to monitor the camp was deactivated at Ryan's instigation, Reyes has ordered the murder of all prisoners. Ryan and his helpers arrive at the camp when some of the prisoners have already been killed and are lying in a mass grave. Greer, however, was brought to Caracas. There is an arson attack on a house that Gloria Bonalde used for election campaign speeches, and a number of people die. Reyes' right hand man and childhood friend Ubarri sees Reyes as the culprit and therefore distances himself increasingly from him. When Ubarri confronts him in the presidential palace for the murders, he is murdered from behind by Reyes.

While the survivors are being brought out of the camp in US helicopters, Ryan sends photos of the mass grave with the bodies to the US media, which immediately begins to report. On this day the presidential elections will take place in Venezuela, which Reyes had brought forward ostensibly because of the US influence. When the press reports about the mass grave became public, Reyes had the elections canceled immediately and celebrated as the winner. Meanwhile, Ryan, November, Uber and a few soldiers fly to the presidential palace to free Greer. While they shoot several security guards in the building, Greer is able to free himself. Ryan can only be prevented from killing Reyes in retaliation for the murders through November. While the crowd angry about the press releases storms the presidential palace, Ryan flies with Greer, November and the other soldiers to the USS Rafael Peralta , which is cruising in the Caribbean Sea . Gloria Bonalde learns that she has won the election and then meets her husband on that ship. Ryan meets with Chapin in Washington, DC . Ryan informs him that Reyes is half owned by the Venezuelan front company that the Vogler mining company is using as a cover to bring tantalum-mining equipment and personnel into the country. The other half belonged to a company from Philadelphia , which he has not yet been able to prove that he was involved. Ryan can now prove through data on a phone call between Chapin and Thorne that Chapin owns the Philadelphia company. Chapin then gives Ryan admits that he had allied himself with Reyes to secure important tantalum deposits for the US in competition with China. After the conversation, Chapin is picked up by the FBI, which was notified by Ryan.
