The ex- marine and now analyst Jack Ryan, who now works for the CIA , uses suspicious bank transfers, among other things, to track down the alleged terrorist Mousa bin Suleiman, whom he considers to be as dangerous as Osama bin Laden and who may be planning an attack soon. Suleiman is a Syrian born in Lebanon who survived a devastating US air raid with his brother Ali as a child and lost his parents in the process before the brothers grew up with foster parents in France . Flashbacks show how he was professionally and socially discriminated in the Parisian immigrant district of Belleville because of his origins and then found support in the Islamic faith in prison .
Ryan flies to Yemen with his new boss James Greer and questions a prisoner about Suleiman at a US base. Only after the prisoner was violently and bloody liberated by his allies, Ryan and Greer discover that it is Suleiman who was freed. After the decryption of Suleiman's cell phone, Ryan and Greer lead a trail into an apartment in Paris, where, in collaboration with the French secret service , they dig up a terrorist cell belonging to Suleiman. A suicide attack ensues and Ali escapes at the last second. Ryan pursues him as far as the French Alps and shoots him in self-defense near Chamonix . A little later, Suleiman murdered a Christian priest in Paris and carried out a poison gas attack with sarin during his mourning ceremony in a large Paris church , in which over 300 people died - including over 20 Americans - and to which he publicly professed.
A parallel storyline tells of Suleiman's wife Hanin Ali, who is scared by the many weapons and the men her husband has recently surrounded himself with in his Syrian hiding place and therefore flees from him with her two daughters. She accidentally escapes her pursuers commissioned by her husband with the help of the daring US drone pilot Matice, who shoots one of the men from Nevada in violation of orders. Arrived in a Turkish refugee camp in Nizip , Hanin saw her husband's Paris attack confession on television and asked an American, who was secretly helping the CIA, for safe conduct for her planned trip to the safe West in return for information about her husband. Meanwhile, Hanin, who is now in an American safe house with her daughters, has betrayed the location of her husband's property to the CIA and demanded protection for her son who is still there. US President Pickett then orders that the US military take Suleiman prisoner in a secret ground operation and also free the recently captured MSF members , including Pickett's former companion Dr. Nadler heard. The prisoners are released, but Suleiman is able to escape beforehand, as he was warned by a chat between his son and one of his daughters.
After Nadler and his colleagues return to America, Greer and Ryan learn from a newspaper clipping found in Suleiman's house that Suleiman knew about Pickett's friendship with Nadler. You therefore see, and because Pickett is already appearing in front of the press with Nadler, the danger that Nadler serves as a carrier of the Ebola virus on Pickett for Suleiman. Pickett and the Doctors Without Borders team are therefore in quarantine , in the Washington hospital where Mueller also works. Meanwhile, the CIA learns that Suleiman had some containers of radioactive cesium-137 smuggled into the United States in an ISO container , which poses a risk of a nuclear attack. Suleiman lets a conventional bomb explode in a Washington pizzeria to distract the authorities and, with his helpers, uses the mess that has been caused and the many trips to ambulances to get his helpers to the hospital and release the cesium on the central ventilation system to kill Pickett. The remote-controlled release is thwarted by the fact that the Secret Service disrupts the cellular network. Ryan pursues Suleiman alone through the Washington Metro and shoots him.
Eventually Ryan is promoted to the previous position of Greer, who is moving to the Moscow CIA station.
