Ulrike "Ulli" Sima (born August 3, 1968 in Klagenfurt ) is an Austrian politician ( SPÖ ) and has been a city councilor in the Vienna state government since 2004 . From 1995 to 1999 she was a leading employee of the environmental protection organization Global 2000 and from 1999 to 2004 a member of the National Council . Since mid-2004, she has been a member of the Vienna Provincial Government and the Vienna City Senate as Environment City Councilor.

origin

Ulli Sima comes from a prominent social democratic family of politicians. Her grandfather Hans Sima served in the establishment of the Second Republic in 1945 as co-founder of the Social Democratic Party (SPÖ) in Carinthia and was from 1965 to 1974 Carinthian governor .

Life

Sima began her school career in 1974 at the Catholic private school of the Ursulines in her native Klagenfurt. In the autumn of 1975 she moved - due to her father's occupation - to a primary school in Luxembourg , in spring 1976 to a primary school in Guildford , England , and in the autumn of the same year back to Klagenfurt. From 1978 she was a student at the Ingeborg Bachmann High School in Klagenfurt .

In autumn 1982 Sima moved to Luxembourg for the second time, where she attended the European School and passed her Matura in 1986 . She then started studying biochemistry at the University of Vienna , switched to irregular molecular biology in 1988 and graduated in 1994 with a master's degree . From 1987 to 1993 Sima was involved in the Austrian student body and ran for the 1993 ÖH election as the top candidate of the Greens and Alternative Students (GRAS) .

After completing her studies, she became an employee of the Austrian environmental protection organization Global 2000 , where she initially worked as a rainforest consultant, from 1995 as a genetic engineering expert and head of the association's genetic engineering campaign against the agricultural use of genetic engineering. In this function, she developed good relationships with the Kronen Zeitung , Austria's leading tabloid, which regularly supports animal and environmental protection initiatives and, in addition to the global campaign against the Lambach power plant, also supported the campaign against genetic engineering.

Sima's political career began with the Greens during her student days . In the run-up to the National Council election campaign in 1999 , Sima, who had run for the Greens in 1995 , switched to the SPÖ. In 1999 Sima became a member of the National Council . In spring 2000 she became the environmental spokesperson for the SPÖ, and in summer 2002 she was the deputy chairwoman of Austria's Friends of Nature .

At the invitation of Mayor Michael Häupl , Sima moved from federal politics to the Vienna City Senate and the Vienna Provincial Government on July 1, 2004 , where she has since been the current city councilor for the environment. On the same day, she handed over her agendas as environmental spokeswoman for the SPÖ to Kai Jan Krainer , and a few weeks later she also ended her work for the Friends of Nature.

Since 2005 city councilor Sima has been involved in national politics in the SPÖ's environmental competence team. In the event of the SPÖ's resounding success in the 2006 National Council elections, they thought the media would be the next Minister for the Environment; In the SPÖ-ÖVP coalition government that actually came into being, however, the environmental agendas remained with ÖVP Agriculture Minister Josef Pröll , while Sima remained in the Vienna City Senate.

Sima arranged for the observatory park , which had previously been protected as a natural monument, to be made accessible to the public; for this purpose, 50 trees had to be cleared to secure the path.

With the new edition of the red-green coalition in 2015, Sima leads a department for technical infrastructure / services of general interest. In addition to the previous agendas (waterworks, garbage disposal, sewage), this means the Wiener Stadtwerke .

Häupl's successor Michael Ludwig in the office of Mayor of Vienna also took her on as city councilor in his government team in May 2018.

Ulli Sima is the mother of two children, her son was born in 1994, her daughter in 2003. Until the beginning of 2008, Sima was married to the Viennese SPÖ club chairman Christian Oxonitsch .

Environmental policy

In environmental policy, Sima represents Vienna's claim to be an environmental model city , most recently in 2006–2008 with campaigns against throwing away rubbish on the street (with Kehrforce and Waste Watcher troops) and against leaving dog excrement on the sidewalks, in parks and in children's playgrounds (Take a sack for my cackling). This action was preceded by a larger petition for dog debris from a citizens' initiative, which accused the city administration of not doing anything about dog excrement , although there are relevant regulations for dog owners.

Vienna's environmental policy holds a very good level in terms of water purity, waste water treatment, waste separation, waste disposal, energy-saving construction, nature conservation, density of the public transport network, cycle routes, etc. in an international comparison.

With the desirable substantial reduction in individual traffic and the fine dust pollution caused by it, Greenpeace criticized that the city administration was doing too little to reduce these emissions. The ÖVP misses measures for energy efficiency. The attempt by Simas to also provide Tempo 50 where it was allowed to drive faster in the urban area up to then, criticized the ÖVP and FPÖ , the partial withdrawal of the regulation the Greens.

Animal welfare

In addition to her commitment against genetic engineering and nuclear energy , Sima's press releases and contributions to the debate document, above all, her interest in climate protection and animal welfare as well as her sympathy for the animal rights movement . According to her own statements, she represents an animal welfare policy that is “determined by ethical and moral principles” and was a major advocate of the Federal Animal Welfare Act passed in 2004.
