After a long stay in a rehab center, Chief Inspector Erich Kessel is back in the police force. Together with his colleague Mario Diller, he observes a restaurant in which, according to a witness, the war criminal Idris Maher, who is wanted on an international arrest warrant , is supposed to frequent.

While Diller is doing some shopping in a neighboring kiosk during this observation, Kessel would like to take the opportunity to stock up on heroin . From his previous work as a drug investigator, he has a feel for drug dealers and therefore addresses the young migrants roaming around on a basketball court opposite . Because they immediately expose him as a police officer, they reject a deal. Kessel draws his pistol to emphasize his demand and finds himself in a precarious situation from now on. When Diller comes back to the car and realizes the situation, he rushes to Kessel's aid and also draws his service weapon. Together they get in the car and drive away. Amir Aslan from the gang tries to cut them off and with a baseball bat sits up on the street in front of the approaching Renault Laguna . In his panic, Kessel accelerates and knocks Amir over. Diller goes crazy and at least ensures that the two of them deliver the seriously injured man to a hospital. Diller's wife Maren works there.

During the subsequent observation of the restaurant, Mahers succeeds in arresting him, but he pretends to be a different identity and is in possession of forged identity papers in the name of Salem Younes. But the witness Layla Sharif can identify him just as clearly as the prison inmate Walid Schukri, who attacks Maher with a fork and is held back by the guards just in time.

Shortly before Maher's arrest examination date , his alleged nephew, who calls himself Ali Younes, visits Kessel and puts five thousand euros on the table for him as a first installment if he ensures that Layla Sharif does not testify against his "uncle". In the event of his release, he promises a further payment. In fact, Kessel succeeds in keeping Layla off the court hearing, but that doesn't end the matter because the prosecutor gets a 48-hour delay in order to find the witness. Ali Younes visits Kessel again and kidnaps Layla, who is in his apartment at the time.

A short time later, the two chief inspectors received a telephone message that they should look into the trunk of a Mercedes. There they find the murdered Layla, and Diller is so angry about his colleague's complicity in this that he beats Kessel and kicks him.

When Maher is about to be released for lack of evidence, he is attacked in the prison yard by Schukri, who slits his throat with a razor blade attached to a toothbrush. Meanwhile, the father of the now deceased Amir Aslan visits Kessel and shoots him. Then he drives to Diller and turns himself in.
