25-year-old Lashay Warren has traded hectic, criminal Los Angeles for California City in the Mojave Desert . The growth of this city, conceived in 1958, fell far short of the planners' expectations. Only the center of the village was settled, in the periphery a network of crumbling asphalt roads and sand tracks can still be seen in this ghostly planned city in the desert. As a modern pioneer, Lashay appropriates his new world.

The film follows the protagonist for two years and offers insights into the life of Lashay and the people around him, who also fled the city to start over. Lashay now lives with his girlfriend and five children in the 14,000-inhabitant city that Los Angeles should have outstripped. He reads out excerpts from his diary in which he describes his experiences and experiences. In this way, Lashay's astonishment at the new world is conveyed to the audience, but memories from previous life also suddenly appear. Despite the distance, the presence of Los Angeles is still palpable. The diary excerpts resemble those of pioneers of earlier centuries on their expeditions of discovery. The American West has always been a place to reinvent itself, and Lashay is following in the footsteps of his predecessors. He names streets and gives California City the name Victoria. He immortalizes his own name in a rock. By writing his story, he takes his place in the American narrative . From documentary images and cell phone videos of the protagonist, from virtual views and a voiceover from Warren's diary entries, an image of the city and a city of images emerge. In it, the construction of reality becomes visible, but also its poetic dimension: fountains spray from burst water pipes, virtual walks through Los Angeles bring memories to life, there is a race with a turtle in the desert sand and black holes as gates to another galaxy .

At the Berlinale 2020 Victoria was nominated for the Berlinale Documentary Film Prize, but was not considered for a prize. However, he received the 35th Caligari Film Award. According to filmdienst.de, films from the Forum section that are innovative in terms of style and theme are worthy of the award. It is endowed with 4,000 euros and is donated by the municipal cinemas and filmdienst.de. "The award winners will receive 2,000 euros, the other half of the amount will be used for advertising measures to accompany further screenings of the award-winning film in Germany."
