Władysław Kozdra (born January 1, 1920 in Wysoka near Strzyżów , then in the Lviv Voivodeship ; † September 12, 1986 in Koszalin ) was a politician in the People's Republic of Poland , who was among other things first secretary of the Polish United Workers' Party PZPR ( Polska Zjednoczona Partia Robotnicza ) in the Lublin Voivodeship and between 1972 and 1980 the first secretary of the PZPR in the Koszalin Voivodeship and the new Koszalin Voivodeship formed from it in 1975 .

Life

Second World War and First Party Secretary of Lublin

Kozdra, who came from a farming family, trained as a locksmith, but then worked as a bricklayer and worker in a brick factory before the Second World War . In 1937 he joined the Polish Socialist Party (Polska Partia Socjalistyczna, PPS) as a member before becoming a member of the Polish Workers' Party ( Polska Partia Robotnicza , PPR) in 1943 . During the war he was a member of the People's Guard ( Gwardia Ludowa ) and the People's Army ( Armia Ludowa ) and most recently between 1944 and 1945 first secretary of the PPR in Strzyżów .

After the end of the war Kozdra graduated from the Central Party School in Łódź and was then secretary of the PPR in the powiat Rzeszów and in 1947 head of the organizational department of the PPR in the Rzeszów Voivodeship . After the establishment of the Polish United Workers' Party ( Polska Zjednoczona Partia Robotnicza , PZPR) in December 1948, he became a member and between 1949 and 1951 he studied at the party school of the PZPR Central Committee (Szkoła Partyjna przy KC PZPR) in Warsaw . He then became deputy head of the Central Committee for Agriculture in 1951.

In 1956, following the election of Władysław Gomułka as First Secretary of the Central Committee of the PZPR on October 21, 1956, Kozdra became First Secretary of the PZPR in the Lublin Voivodeship during the course of Polish October and held this post for 15 years until 1971. During the workers' uprising from December 14th to 22nd, 1970 , he described the striking workers in the Polish Baltic Sea cities as "the ejection of society".

Almost eight months later, Kozdra lost his post as First Secretary of the PZPR of the Lublin Voivodeship in August 1971 under Edward Gierek , the successor to Gomułka as First Secretary of the Central Committee of the PZPR. Thereupon he took over the office of State Secretary and Vice Minister for Forestry and Wood Management from August 1971 to October 1972.

He then became first secretary of the PZPR in the Koszalin Voivodeship in October 1972 and held this post until 1980, when the new Koszalin Voivodeship was formed in 1975 as part of a territorial reform . Kozdra's return as party secretary was seen in Poland as an indication of a weaker position for party leader Gierek. At the same time he became a member of the Sejm again in the election of March 21, 1975 and was a member of it until August 31, 1985.
