The local and regional elections in Russia in 2019 consist of the elections of 19 governors and the 13 local parliamentary elections, most of which took place on September 8th. On that day, 56 million people were eligible to vote, almost half of those eligible to vote in Russia . However, voter turnout was sometimes very low. In Moscow it was 21.63 percent. In general, the elections were seen as a mood test for President Putin and his ruling party. Despite losses, it was able to largely defend its majorities.
