Walter Schäfer (District Administrator)

Walter Viktor Schäfer (born November 6, 1906 in Konstanz ; † January 12, 2001 in Kehl ) was a German administrative lawyer and district administrator .

Life

Born as the son of a train driver , Schäfer studied law in Heidelberg and Tübingen after attending grammar school in Constance . During his studies he became a member of the Frankonia Heidelberg fraternity in 1925 . In 1928 he became a member of the NSDStB and in 1931 the NSDAP . After his exams in 1931 and 1934, he joined the Baden interior administration. During his legal clerkship in 1933 he was district leader of the specialist group trainee lawyers for the district court district of Karlsruhe and in 1935 district leader of young lawyers in the BNSDJ . In 1935 he was a member of the Reichsnährstand in the Baden state farming community, and from 1936 to 1937 he was a full-time assessor at the NSDAP district court in Baden. In 1937 he went to the Konstanz district office , where he was promoted to government councilor in 1938 . In 1940 he briefly took part in the war in World War II , but then became head of civil administration in Alsace as land commissioner in the Mulhouse district , where he was appointed district administrator in 1942. In May 1944 he did military service again and became a prisoner of war , from which he was released in 1948 and then worked as a construction worker and from 1949 as a lawyer in Karlsruhe . In 1951 he became a member of the government at the Offenburg district office , and in 1955 he was acting district administrator in Kehl . There he was elected district councilor by the district council in 1956 and, after being re-elected in 1963, remained in office until his retirement in 1972. From 1968 to 1982 he was President and Honorary President of the Federation of German Brass Music Associations . He was also chairman of the German Brass Music Association and from 1975 chairman of the Association of Folk Music Associations . He was also President of the Federal Association of German Amateur Music Associations . In 1956 he was the founder and until 1990 chairman, then honorary chairman of the Association of Old Weapon Students in Kehl.
