Werner Titel (born May 2, 1931 in Arnswalde , West Pomerania , † December 25, 1971 in East Berlin ) was a German politician and functionary of the GDR block party DBD . He was an unofficial employee of the GDR State Security .

Life

The son of a worker attended elementary and high school. After the forced resettlement in the Soviet occupation zone , Titel completed an agricultural apprenticeship from 1946 to 1950 and attended the agricultural school in Zossen . He became a member of the FDGB and the FDJ in 1949 . Until 1950 he worked as a farm worker and until 1951 as an agricultural test technician in Frankfurt (Oder) . In 1950 he joined the Democratic Peasant Party of Germany (DBD), was a functionary in the DBD state association of Brandenburg from 1951 to 1953 and from 1953 to 1955 a member of the central council of the FDJ . As an unofficial employee (IM) "Lehmann", he reported to the Stasi about the farmers' party.

From 1956 to 1961 he completed a correspondence course at the Institute of Agricultural Economics in Bernburg (Saale) with a degree in agricultural economics and in 1965 at the Humboldt University of Berlin to Dr. rer. oec. PhD . In May 1963 he was elected at the 7th party congress of the DBD as a member of the presidium of the DBD party executive committee. From 1963 to 1966 he was chairman of the DBD district association Frankfurt (Oder), member of the district agriculture council and district parliamentary representative and in 1966 and 1967 member of the district council. From 1966 to 1967 he acted as secretary to the party executive committee of the DBD.

From 1967 he was a member of the People's Chamber and deputy chairman of the Council of Ministers . Under his responsibility, the government carried out the first analysis of the threat to the environment in the GDR in 1969.

When he was to be appointed first minister for environmental protection and water management in 1971, the Stasi found out during the appointment phase that Titel had concealed in his personnel records that his father, as a former SS officer, had been sentenced to death in 1948 for crimes against humanity. When the Stasi then asked the leadership of the Peasant Party (DPD) to take personal consequences, Titel suddenly died under unexplained circumstances at the age of 40. He was buried in the central cemetery in Berlin-Friedrichsfelde .
