Hans Reichelt
Hans Reichelt (born March 30, 1925 in Proskau ) is a former German politician of the DBD block party . He was Deputy Chairman of the Council of Ministers and Minister for Agriculture and Forestry of the GDR , then until 1989 Minister for Environmental Protection and Water Management .
Life
Hans Reichelt attended high school in Opole . He was a member of the Hitler Youth and the Reich Labor Service . On April 20, 1943 ( Führer birthday ) he joined the NSDAP ( membership number 9.454.165). He was a soldier in the German Wehrmacht (most recently with the rank of lieutenant ) and was a Soviet prisoner of war until 1949 , where he attended an anti-fascist school.
After his return to Germany he became a member of the Democratic Peasant Party of Germany (DBD) and held various functions (since 1955 president) on the party executive committee. Since 1950 he was a member of the People's Chamber . In 1953 he was briefly Minister of Agriculture and Forestry as the successor to Wilhelm Schröder.After attending the Central School for Agricultural Policy of the Central Committee of the SED in Schwerin , Prime Minister Otto Grotewohl appointed him State Secretary in the Ministry of Agriculture and Forestry on October 29, 1953 From 1955 to 1963 he was again Minister for Agriculture, Registration and Forestry as successor to Paul Scholz .
From 1963 to 1964 he completed a university degree, in 1971 he started at the Berlin School of Economics with the work The role and position of the amelioration system in the intensification of agricultural production and the social development of socialist agriculture and some basic problems of the further application of the economic system of the PhD in Socialism up to 1980 . From 1963 to 1972 he was Deputy Chairman of the Agriculture Council and 1971/1972 Deputy Minister for Agriculture, Forestry and Food. In this function he was involved in “disastrous environmental decisions” in the area of forced collectivization, agricultural industrialization and amelioration. From 1972 to 1989, Reichelt succeeded Werner Titel as Minister for Environmental Protection and Water Management and Deputy Chairman of the Council of Ministers. The ministry took part in the concealment of environmental problems in the GDR, the minister played no role in the SED leadership. Letters from Reichelt to Günter Mittag , responsible for economic policy, were found unopened after the end of the GDR. Since 1982 Reichelt was Deputy Chairman of the DBD.
From November 1989 to January 1990 he was Minister of the renamed Ministry for Nature Conservation, Environmental Protection and Water Management (MNUW). In January 1990 he resigned as minister. He did not address his resignation to Prime Minister Modrow , but to his party chairman Günther Maleuda , who also chaired the People's Chamber. In December 1989 he resigned from the board of the DBD and no longer took part in the merger of the DBD with the CDU .
From 1994 to 2003 he was chairman of the Society for Legal and Humanitarian Support eV Reichelt sued against a pension reduction for his time as minister. In 2010 the Federal Constitutional Court ruled that the cut was lawful, as it could be assumed that a small group of high-ranking GDR functionaries was rewarded not only for their work but also for their "loyalty to the regime". The pension cut was justified "from the legislative concern to prevent a system of self-privilege from continuing to operate under pension law".
