Art thief and forger Neal Caffrey breaks out of prison to prevent his girlfriend Kate from leaving him. When she got to her apartment, she has already disappeared and he is being arrested again. Since his prison sentence was significantly extended by his escape, he proposes a deal to Peter Burke - the FBI agent who arrested him: He is allowed to live in freedom, equipped with an electronic ankle cuff, and in return helps the FBI as a freelance advisor. Burke agrees, but initially only on a temporary basis. Neal is released from prison and quartered in a cheap apartment around which he can move freely within a three-kilometer radius. Since this apartment does not meet his standards, however, his charm convinces the widow June, whose luxurious apartment is still within the three-kilometer radius, to let him live with her for a low rent. With Neal's help, Peter Burke finally manages to arrest Curtis Hagan, a criminal he has been pursuing for a while, which is why Neal is now allowed to work permanently for the FBI.

With the help of Agent Fowler, Neal has his ankle cuffs deactivated and can thus penetrate the Italian embassy unnoticed by the FBI and steal the music box housed there together with Alex and Mozzie. Fowler keeps his promise and gives Neal and Kate new identities in exchange for the music box to go into hiding with. Peter and his colleague Special Agent Diana Barrigan arrest Fowler a short time later because he is in possession of the stolen music box. Peter also learns from him that Neal is planning to leave the country with Kate and where he can find him. At the airport, shortly before Neal boarded the plane that was supposed to bring him and Kate into their new life, he was stopped by Peter who tried to persuade him to stay. The moment Neal finally turns away from him to board the plane in which Kate is already waiting for him, it explodes in front of Neal and Peter's shocked eyes.

Mozzie manages to crack the code of the music box, but before he can tell anyone about it, he is shot in the chest by a hit man who then steals the decrypted code.

Due to a misunderstanding with an informant, the two are forced to switch roles for the rest of the investigation. Sara spent a few weeks in South America and investigated the Vincent Adler case, where she found out that he was looking for a German soldier who fled to America after the Second World War: Alex's grandfather. At that time, he had received an SOS signal from a sinking German submarine that was supposed to bring valuables out of the country before the end of the war.

Vincent Adler has managed to track down the submarine with the fractal antenna and he kidnaps Neal, Peter and Alex so that they can help him to open the submarine, which is secured with booby traps. This succeeds and they find art objects and jewelry worth billions of dollars inside the submarine. Adler then wants to have the three eliminated, but they can be rescued by the FBI, although Adler initially manages to escape with the treasure. A little later, however, he is tracked down by Neal. Adler explains to him that he killed Kate to cover his tracks, when suddenly the warehouse in which the treasure is located goes up in flames. Adler accuses Neal of being responsible for it and wants to kill him in revenge, but is first shot by Peter, who has located Neal with his ankle cuffs. Peter suspects Neal of having set fire to the warehouse with the treasure to cover up the fact that he had previously stolen the art objects and exchanged for fakes, which Neal denies. A little later, however, he receives a message that leads him to a warehouse where the treasure is intact.

The relationship between Peter and Neal is tense as Neal is still suspected by Peter of stealing the art treasure. In fact, it was Mozzie who - without Neal's knowledge - exchanged the treasure and then set the fire. He and Neal now plan to flee with the prey and, equipped with false identities, enjoy their newly acquired wealth in the tropics. Since the current FBI case - which involves stolen money to be smuggled out of the country - Agent Jones, an FBI agent who works with Peter and Neal, is in mortal danger, Neal postpones the already fully planned escape to save him.

After the will is tracked down and the kidnapper arrested, Mozzie and Neal discover that part of the inventory of the treasure they stole survived the fire and is now in Peter's possession. That means they risk getting arrested if they sell parts of it.

When a successful journalist working on a story about a pharmaceutical company receives death threats, Diana must go undercover as her assistant to protect her. Neal finds out that Peter is keeping a copy of the treasure's inventory in his apartment and breaks into his home to make a copy of it. Since the list is the only thing he and Mozzie need to go into hiding forever, he tells Mozzie that he has not found the list because Neal is secretly unwilling to leave his present life behind.

Matthew Keller learns that Neal is in possession of the art treasure and tries to steal it. In the course of his efforts to achieve this, he kills a fence that Neal and Mozzie are friends with, prompting Mozzie to put a $ 6 million bounty on him. The FBI manages to track down Keller, but during his arrest he is shot by someone trying to collect Mozzie's bounty, which means that the cellar, which was not fatally hit, manages to escape again in the resulting chaos. Neal also discovers that Mozzie sold one of the treasure paintings to raise the $ 6 million. Peter is now initially convinced that he was wrong and Neal does not have the treasure, but then he receives a call from Matthew Keller, who tells him that he knows that Neal and Mozzie stole the treasure and that it is in Peter's interest would be to help him steal the treasure from them. Peter, on alert, rushes home to find out that Keller has kidnapped his wife Elizabeth.

Keller demands a ransom for Elizabeth, Neal, and Mozzie's art treasure. In view of this fact, Neal no longer denies Peter that he is in possession of the treasure. Mozzie is also ready to give up the treasure to save Elizabeth. Since he, Neal and Peter fear that Keller will kill them as soon as he has what he wants, they postpone the handover while Diana and Jones work on finding Elizabeth. She is rescued by the FBI and Keller can be arrested. In the subsequent interrogation, the latter pretends that it was he who stole Vincent Adler's treasure, allegedly in order to be able to return it to its rightful owners in Russia. On the one hand, he is polishing up his reputation and doing well with the Russian mafia, which has threatened his life so far because he owes them a lot of money. Ultimately, the FBI is able to prevent the plan and arrest Eva's partner, but thanks to Mozie's support, Eva manages to escape. Meanwhile, the FBI finds out what the Pink Panthers are trying to steal: half a billion dollars in cash that is being returned to America by European exchange offices.

Neal learns that the Pink Panthers' grand scheme is to involve gun violence. However, together with Mozzie and Peter, he manages to come up with a new plan that would not require civilian victims. At the same time, the boss of the Pink Panthers is looking for a traitor in his ranks. The FBI and Interpol decide to pull Keller off the case so the Pink Panthers can be sure that he was the traitor without endangering Keller. Keller then kills his contact at Interpol, removes his implanted tracking chip and places it in the pocket of another Pink Panther member. This is then identified as a traitor and immediately executed. Neal wants Peter to fill the vacancy, although Mozzie has asked him several times to introduce him to the Panthers.

The Pink Panthers carry out the raid as planned and steal half a billion dollars in cash. Shortly afterwards the FBI is ready and arrests them all. Fearing that they will be betrayed by the police again, Keller and Neal do not wait to be officially released, but rather flee shortly after their arrest. They meet with Mozzie, who managed to siphon about $ 30 million from the Panthers' money before they were arrested. When Keller betrays Neal and Mozzie and wants to claim all the money for himself, Neal pulls a gun and instructs Mozzie to flee with her 20 million. In a scuffle between Neal and Keller, Neal is hit in the chest. Keller wants to flee with his 10 million, but is quickly caught by Peter, who then has to shoot him in self-defense. At the hospital, Peter and Mozzie learn that Neal was shot from a gunshot wound and died. A year later, everyday life has returned and even Mozzie has come to terms with Neal's death. However, Peter does not leave Neal's death in peace. He finally finds out that Neal only faked his death in order to finally be able to live in freedom.
