After attending elementary school, Perring began an apprenticeship as a gardener in the garden of the factory owner Wilhelm August Julius Wrede in Britz near Berlin in 1853 at the age of 14 . After completing his training, he took care of the establishment and maintenance of various private gardens. In 1861 he was employed by the nursery of the higher regional judge Augustin at the wildlife park near Potsdam . Then he moved to the Botanical Garden in Wroclaw . In 1866 he became a gardener in the Royal Botanical Garden in Berlin. In the same year he took on a position as head gardener with Kommerzienrat Leonor Reichenheim .

In 1868 Perring was hired by the Berlin newspaper entrepreneur Hermann Killisch-Horn as head gardener to help design and maintain his extensive landscape garden in Pankow near Berlin. Killisch-Horn had just acquired more land and expanded the previously 2.5 hectare area to 10 hectares. So there was a lot of work for the 29 year old gardener.

One of the main goals was to lay out the landscape garden in such a way that the visual and olfactory impressions change again and again when walking through the landscape garden. A varied landscape design was therefore required, which included the old trees and natural waters such as the Panke . The new planting took this into account, as did the filling of hills or the creation of paths, squares, lines of sight and viewpoints. Every season was taken into account in the considerations and planning. Rare trees and plants were bred and planted. Killisch-Horn and Perring even took part in numerous exhibitions, where they were particularly praised for their lush tree ferns . They brought seedlings and cuttings with them from trips around Europe. The design work on the Killisch-Horns landscape garden attracted positive attention and was viewed by both Pankow citizens and arriving visitors. The Killisch von Horn-Park , as it was called at the time, was designed by Perring for over eight years. Then Killisch-Horn's attention turned to the purchase of six foreign manors , which led him away from Pankow. At his new residence, the Reuthen manor, Killisch-Horn and Perring laid out an even larger, 38 hectare landscape garden from 1874. This shows similarities to the landscape garden in Pankow, has wide meadows, groups of trees made of beech, oak and chestnut trees as well as free-range azaleas , a lake with an island, the so-called Apostle Stone and a mausoleum that Killisch-Horn intended for his final rest.

From 1878 Perring ran Berlin's oldest flower shop on Friedrichstrasse . During this time he also took up the post of university gardener at the Friedrich Wilhelm University in Berlin . In 1882, after the death of Carl David Bouché , Perring was appointed garden inspector and technical director of the Royal Botanical Garden in Berlin, a position he held for twenty-five years. In 1901, Perring was appointed Royal Horticultural Director by Kaiser Wilhelm II and was awarded the Red Eagle Order IV class. Perring died at the age of 67 in the year of his 25th anniversary with the Royal Botanical Gardens. He was buried in the Pankow community cemetery next to today's Bürgerpark , which emerged from the former Killisch von Horn-Park in 1907 .
