After attending school on September 19, 1856, Van Dedem began studying Roman law and Dutch law at the University of Leiden , which he completed on June 19, 1861. After his return to the Netherlands, van Dedem began his political career in local politics in 1873 and was initially a member of the local council of Hoorn before he became mayor of Hoorn on July 16, 1875, succeeding Willem Christiaan Jan de Vicq. He held this position for more than 16 years and was replaced by AE Zimmerman on August 21, 1891.

In addition to his career in local politics, van Dedem was elected member of the parliament ( Provinciale Staten ) of the province of Noord-Holland for the Liberals on July 7, 1880 and was a member of this as a representative of the constituency of Hoorn until August 21, 1891.

Furthermore, on September 21, 1880, he was also elected a member of the Second Chamber of the States General, where he represented the constituency of Hoorn for the first time until October 11, 1884 .
