Wolfgang Burtscher (born October 24, 1959 in Bludenz ) is an Austrian lawyer and civil servant at the European Commission . Burtscher has been Director General of the Directorate General for Agriculture and Rural Development since April 2020 . In 2005 he was a member of the Austrian Constitutional Court for three months .

Professional background

Wolfgang Burtscher completed his law studies at the University of Innsbruck , where he received his doctorate in law (Dr. iur.) In 1982 . In 1983 he also obtained a diploma from the Institut Européen des Hautes Études Internationales in Nice . From 1983 to 1990 he was employed at the University of Innsbruck as a university assistant for European law and international public law. He then became a legal advisor at the European Free Trade Association (EFTA) in Geneva . In 1992 his professional path took him back to his home state of Vorarlberg , when he became head of the department for European affairs and external relations at the Vorarlberg regional government. In 1996 he was appointed joint representative of the Austrian federal states in the permanent representation of Austria to the European Union .

In 2000, Wolfgang Burtscher finally joined the European Commission. Initially, he was Director of Agricultural Legislation in the General Directorate for Agriculture and Rural Development until 2005 . At the end of 2004, Burtscher was proposed by the federal government to succeed his compatriot Siegbert Morscher as a new member of the Constitutional Court and was appointed by Federal President Heinz Fischer on January 28, 2005. Burtscher only remained a constitutional judge for just under three months, since he left the Constitutional Court on April 30, 2005 for family reasons.

After his return to Brussels , Burtscher returned to the European Commission in June 2005. Until September 2009 he was director of agricultural expenditure audit in the Directorate-General for Agriculture and Rural Development. From October 2009 Wolfgang Burtscher was Deputy Director General of the Research and Innovation Directorate-General and as such was responsible for the area “Open Innovation, Open Science, Open to the World” . On April 1, 2020, Burtscher was appointed Director General of the Directorate General for Agriculture and Rural Development by the Commission .
