The Zweckverband Raum Kassel (ZRK), based in Kassel , has been in existence since 1974. As a public corporation , it performs the tasks of an urban planning association in an area of ​​around 380 km² - the central core of the Kassel region. For the members and around 331,000 residents, the ZRK is the service provider and contact for joint development.

The ZRK plans for the cities and municipalities in the association area so that space and usage requirements etc. a. for residential, commercial, retail and traffic can be realized as possible without conflicts with nature, open space and neighborhoods. The ZRK advises its members as well as interested investors u. a. in questions about planning. The ZRK promotes and accompanies the implementation of the coordinated planning, moderates meetings and conducts specialist events. The ZRK supports the implementation and supervision of intermunicipal cooperation projects in the Kassel region. The goals of the ZRK are developed under the impression of the increasing interdependence of the city and the surrounding area. The focus is on securing a future-oriented economic basis, combined with social land use, a humane environment and the protection of livelihoods. The way to these goals leads through intermunicipal cooperation and a fair balance of interests. Achieving this is the aim of the ZRK. The implementation of the project “Güterverkehrszentrum Kassel” (GVZ-Kassel) is an example of an intermunicipal investment in the Kassel region.
