The regional rail passenger transport association Rhineland-Palatinate North ( SPNV-Nord for short ) has been the responsible authority for local rail passenger transport in northern Rhineland-Palatinate since 1997 and is supported by the local districts and urban districts there , which are also members of the association. The state is a member of both Rhineland-Palatinate regional rail transport associations, the North and the South . On behalf of their members, the special purpose associations undertake the planning, allocation and controlling of transport services by rail and for certain regionally important bus routes. The members elect an association chairman and a deputy association chairman from among their number. These represent the association to the outside world. The head of the association is currently Michael Lieber , District Administrator of the Altenkirchen district (Westerwald). His deputy is Joachim Streit , District Administrator of the Eifelkreis Bitburg-Prüm. The office of the association is headed by a full-time association director, the current holder of the office is Thomas Geyer. His successor from January 31, 2019 will be Thorsten Müller, the current managing director of the public transport association Vogtland . The Landesbetrieb Mobility (LBM) provides additional employees .

The 11,355 square kilometer area of ​​the special purpose association has around 800 kilometers of railroad lines served by local rail transport with around 200 stations and stops. The Zweckverband orders around 14.2 million train kilometers on this route network every year. In regional bus transport, the order volume amounts to around 1.9 million bus kilometers. In total, the Zweckverband orders transport services worth around 134 million euros per year.
