The Helmstedt waste recycling plant , also known as the thermal residual waste pre-treatment plant (TRV) "Buschhaus" or TRV Buschhaus for short , is a waste incineration plant (thermal waste recycling plant) in the area of ​​the town of Schöningen in the Helmstedt district in the immediate vicinity of the Buschhaus lignite power plant . The system currently (2014) supplies electricity for around 100,000 households.

It was built in 1998 by Braunschweigischen Kohlen-Bergwerke AG (BKB) and operated by the subsidiary BKB TRV GmbH. The latter traded under the name E.ON Energy from Waste Helmstedt GmbH , a subsidiary of E.ON Energy from Waste Aktiengesellschaft (EEW) , which was part of the E.ON Group , since 2008 . The operator of the plant is EEW Energy from Waste Helmstedt GmbH.

According to information provided by the operator in 2015, the plant, with an annual capacity of 525,000 tons per year, is one of the largest of its kind in Germany. When it was built, the plant had 2 combustion boilers (lines) and was expanded by a third line in 2005. By using waste as fuel, EEW Helmstedt alone emits around 73,000 tonnes less carbon dioxide a year - compared to electricity generation in conventional power plants.

Technical equipment

Each of the three incineration lines has a technical capacity of 175,000 tons per year. The waste is incinerated at a minimum temperature of 850 ° C, compliance with which, if necessary - especially when starting up and shutting down the system - is ensured by switching on oil burners. The live steam generated (70 tons / hour at 40 bar and 400 ° C) is converted into electricity via a collecting line in a shared turbine with a downstream generator. The electrical power generated in this way is 45  MW (gross). The flue gases produced during combustion (110,000 cubic meters per hour and line) are treated in a multi-stage flue gas cleaning system in order to reduce the content of nitrogen oxides and to remove sulfur compounds , dust and other pollutants (small residual amounts of dioxins, furans and heavy metals ).

history

The Braunschweigischen Kohlen-Bergwerke AG (BKB) decided in 1990 with an amendment to the statutes (construction and operation of disposal plants) to enter the waste incineration business. In 1996 the then district government of Braunschweig issued the preliminary decision for the thermal residual waste pre- treatment plant (TRV) "Buschhaus" . The foundation stone was laid on October 28, 1996. In 1998, the plant initially went into operation with two lines (fire boilers). In 2001 planning began for the construction of a third incineration line, construction of which began at the end of 1993 and which officially went into operation at the end of 1995. This expansion took place against the background of the TA Siedlungsabfall , which prohibited the landfilling of untreated municipal waste from July 1, 2005 and accordingly led to an expansion of material and energetic recycling of waste. In 2008, when BKB AG, which was already part of the E.ON Group, was renamed to E.ON Energy from Waste Aktiengesellschaft (EEW) , the TRV Buschhaus also became part of the EEW and has since become a subsidiary E.ON Energy from Waste Helmstedt GmbH (now EEW Energy from Waste Helmstedt GmbH).

Waste disposal contract with the city of Braunschweig

Until the beginning of the 2000s, it was common in Germany in the waste disposal industry to enter into long-term contractual relationships between municipalities and disposal companies for the delivery and acceptance of defined amounts of waste. The investors and operators of waste disposal plants wanted economic and financial planning security. And in this way, the municipalities were able to ensure the long-term disposal security for their municipal waste, which was only understandable at the time, given the steadily increasing quantities of waste and dwindling landfill space. In 1995 , the city of Braunschweig signed a 30-year contract with BKB AG for the incineration of municipal waste in the TRV Buschhaus, which was then being planned. The quantities of waste to be delivered by the municipal authorities were fixed by contractual clauses in such a way that the entire contractually agreed remuneration was due for smaller quantities of waste (so-called "bring-or-pay" clause).

From the late 1990s, the ecologically motivated trend towards waste avoidance , waste separation and separate waste recycling changed the economic framework for both parties to the contract. The municipal residual waste volume fell in general, not only in Braunschweig, so that with fixed contractual conditions regarding total remuneration and absolute delivery quantities, the costs per tonne of waste by weight rose significantly. On the side of the disposal companies, falling amounts of waste resulted in a lower utilization of the waste recycling facilities, so that their economic efficiency fell. Increased competition between waste disposal companies, e.g. B. also operators of landfill, did the rest and let the prices that the disposal companies could charge for their services on the market, collapse. In Braunschweig, this led to the paradoxical effect of rising municipal waste fees and, at the same time, falling prices for disposal companies on the free market.

The situation changed fundamentally when the ban on landfilling of untreated residual waste, regulated in the TA Siedlungsabfall, came into effect across Germany on June 1, 2005. Due to the previously uncertain investment conditions, there was now a lack of plant capacities for the mandatory pre-treatment of residual waste prior to landfill. The prices for waste pretreatment rose sharply on the free market. In some cases, untreated waste, especially commercial waste, had to be temporarily stored for a long time until sufficient waste pretreatment capacities had been built up. At this time, the city of Braunschweig was lucky to have signed a long-term and predictable contract with the BKB.

However, the contract had not been put out to tender across Europe in the 1990s, and so in 2006 the European Union threatened the Federal Republic of Germany with a heavy fine for violating the European treaties . After intensive negotiations between the city of Braunschweig and the BKB and most recently in a top-level meeting under the leadership of the then Prime Minister of Lower Saxony Christian Wulff with the Lord Mayor of Braunschweig, the E.ON Energie board chairman and the board chairman of the BKB, an agreement was reached on the amicable cancellation and renewed tendering of the contract in order to avert the threat of the Federal Republic of Germany. Of the two offers that were submitted in the new tender - one from Alba Braunschweig GmbH with continued incineration in TRV Buschhaus, the other from Remondis with incineration in the EZVA Staßfurt in Staßfurt south of Magdeburg in Saxony , which was then under construction . Anhalt  - the city of Braunschweig ultimately decided in favor of Remondis' offer, so that no new contract was concluded with BKB.

Development of disposal prices

When the thermal waste treatment was re-tendered in 2006 for the annual volume of around 80,000 tonnes of residual waste at the time, the city of Braunschweig set an upper price limit of 136 euros per tonne by weight. Allegedly, the successful bidder Remondis remained well below this limit with his offer, which allows corresponding conclusions to be drawn about the development of the market price level at that time.

At present (2013) the disposal costs for self-delivery of the waste to the TRV Buschhaus just under 103 euros per weight ton.

Pollutant emissions

For the reporting year 2010, the European pollutant emissions register for the Helmstedt waste incineration plant shows emissions of 405,000 tons of CO 2 (total), 162,000 tons of CO 2 (non-biogenic portion) and 147 tons of nitrogen oxides .
