Life

Regelmann attended the pedagogy in Esslingen, then the upper secondary school in Stuttgart and from 1863 to 1868 the Stuttgart Polytechnic . He then worked for four years as an engineer in the railway service in Württemberg. As such, he was involved in the planning and construction of the Württemberg Black Forest Railway in the Calw - Weil section of the city , in particular on the approximately 700 meter long forest tunnel . After having worked for the Süddeutsche Eisenbahn-Gesellschaft in Mannheim for one year and as a section engineer on the Karlsruhe - Eppingen railway in Grötzingen , he passed his second state examination.

In 1875, under Mayor Friedrich August Schwartz, he became the city architect of the industrial city of Oberhausen. In this position he was responsible for the planning and construction of a sewer system for the municipality that was only elevated to a city in 1874. Due to the coal mining industry , Lake Concordia formed there in 1870 in an area that was planned for the development of a city center . This lake had to be drained. Furthermore, Regelmann had the task of directing the urban development of Oberhausen through building plans ( alignment plans ) and creating important infrastructures, such as several school buildings, the slaughterhouse with cold store and ice factory (1891/1892) and a public bathing establishment, which later became Ebertbad . One of the highlights of his varied activities was the introduction of the electric tram (1896/1897).

In 1889 he was re-elected as city architect for twelve years. In 1892 he was awarded the title of town planning officer. In 1897 he was honored with the Order of the Red Eagle, IV class, for his services . In 1900 he took early retirement due to "decrease in his strength" and moved back to his Swabian homeland. Shortly after his 66th birthday, he died in the Cannstatt hospital.
